17.42.010 Purpose.

The purpose of the park (P) zone is to provide designated areas for parks and recreational facilities in the city. (Ord. 2002-01 § 3; Ord. 84-2 § 3.095(1))

17.42.020 Permitted uses.

The following uses are permitted in the park (P) zone:

A. Public parks, playgrounds, recreational buildings and facilities;

B. Public athletic fields and facilities including but not limited to baseball/softball/soccer fields, basketball courts, volleyball courts, swimming pools, and gymnasiums;

C. Public community centers and auditoriums;

D. Commercial activity when authorized with an exclusive use permit and parks concession agreement;

E. Special events as approved by permit under Chapter 5.16 LCMC, including authorized commercial activity with a parks concession agreement;

F. Temporary emergency operations uses pursuant to Chapter 2.72 LCMC;

G. Uses permitted in the open space zone;

H. Public parking and/or surface parking lots for park, open space, and/or public trail use;

I. Such other uses as the director determines to be in accordance with the primary purposes of the park zone;

J. Essential emergency communications, early warning and associated emergency facilities;

K. Community gardens;

L. Transportation uses, defined in Chapter 17.08 LCMC;

M. Mobile food units, subject to the provisions of LCMC 17.80.170 and with an approved parks concession and exclusive use permit;

N. Visitor information center;

O. Community meeting buildings, fraternal, or social organizations;

P. Emergency shelters, subject to LCMC 17.80.220 and as defined in LCMC 17.08.010. 17.42.030 Conditional uses.

The following uses may be permitted subject to a receipt of a conditional use permit:

A. Open-air farmers’ markets or outdoor rummage sales.

B. Public utilities.

C. Docks or boat launching facilities, subject to the provisions of LCMC 17.44.040.

D. Commercial uses other than concession stands.

17.42.040 Prohibited uses.

A. Industrial uses.

B. Any use not listed as a permitted or conditionally permitted use. (Ord. 2002-01 § 3; Ord. 84-2 § 3.095(4))

17.42.050 Development standards.

A. Setback Requirements. Setback requirements will be those set forth in LCMC 17.32.040 unless the director makes a finding that imposing said setback requirements will negatively impact the surrounding property owners.

B. Height. Maximum building height is 45 feet.

17.42.060 Other requirements.

A. Off-street parking and loading shall be provided in accordance with Chapter 17.56 LCMC.

B. Signs. No signs shall be permitted except for government signs, including signage authorized for approved vendors under special event permits or exclusive use permits with concession agreements.

C. Landscaping shall be provided in accordance with Chapter 17.55 LCMC.

D. Outdoor Storage Areas. All outdoor storage areas shall be screened from ground level view from adjacent properties and from rights-of-way. (Ord. 2020-13 §§ 11, 19, 30; Ord. 2019-14 § 6; Ord. 2002-01 § 3; Ord. 84-2 § 3.095(6))
