2.35.010 Establishment.

An Economic Development Commission is hereby established. (Ord. 1198, § 1, August 3, 2004. Code 1983 § 27.100.)

2.35.020 Membership.

The Commission shall be composed of seven members appointed by the Mayor with the consent of the City Council. Members shall reside in or own and/or be employed by a business within the City limits. (Ord. 1198, § 1, August 3, 2004. Code 1983 § 27.105.)

2.35.030 Terms of office.

Three initial Commissioners shall be appointed for terms ending June 30, 2006, and four shall be appointed for terms ending June 30, 2008. Thereafter, the term of office shall be four years. (Ord. 1198, § 1, August 3, 2004. Code 1983 § 27.110.)

2.35.040 Officers and duties.

The Commission shall, at its initial meeting and annually thereafter, elect a chairperson, vice chair, and a secretary, who need not be a member and who shall take minutes of the meetings and provide copies thereof to the Commission and the City Council. The chairperson shall preside over Commission meetings and shall perform other duties delegated by the Commission or the City Council. The vice chair shall act in the absence of the chairperson. 2.35.050 Meetings.

The Commission shall meet at least quarterly at a regular date and time to be fixed by the Commission. Special meetings may be called by the chairperson and shall be called at the request of two Commissioners. Unexcused failure to attend three consecutive meetings shall cause forfeiture of that Commissioner’s office and a replacement shall be appointed pursuant to MCC 2.35.020 for the unexpired term of that Commissioner’s office. A quorum of four Commissioners and majority vote is required for action by the Commission. Procedures shall be in accordance with Robert’s Rules of Order. (Ord. 1198, § 1, August 3, 2004. 2.35.060 Duties.

The Commission shall provide recommendations to the City Council regarding economic development policies and activities, including:

(1) Development and periodic review of Monmouth’s economic development plan.

(2) Analysis of proposed uses or real estate for economic development purposes.

(3) Review and analysis of economic development proposals or grants available to the City.

(4) Review and respond to requests from other economic development agencies or programs.

(5) Other duties as directed by the City Council and/or other duties taken on by the Commission which are preapproved by the City Manager or City Council. (Ord. 1198, § 1, August 3, 2004. Code 1983 § 27.125.)

2.35.070 Limitation on authority.

The Commission shall have no authority to make expenditures on behalf of the City or to obligate the City for payment of any sums of money except those approved by the City Council or the City Manager. (Ord. 1198, § 1, August 3, 2004. Code 1983 § 27.130.)
