2.55.010 Board established.

The City of Monmouth has created a system of parks to consist of such lands presently or in the future designated by the City Council as parklands. Therefore, a Parks and Recreation Board is created. (Ord. 1293, § 2, August 2, 2011. Code 1983 § 21.100.)

2.55.020 Responsibilities and duties.

Under the direction of the City Council, the Board’s responsibilities and duties include:

(1) Make regular inspections of the park facilities of the City of Monmouth, and recommendations to the City Council and/or the City Manager with respect to the development, improvement, extension, maintenance and promotion of all park facilities.

(2) Proposing necessary rules and regulations for the use or government of parks and recreation facilities and recommending to the City Council such ordinances as may be required to implement and enforce such rules and regulations.

(3) Making recommendations to the City Council for the following:

(a) Layout and improvement of City parks and recreation facilities.

(b) Plans for the long-range and immediate acquisition, disposition and development of parks and public recreation facilities by the City of Monmouth.

(c) The acquisition by gift, purchase, devise or otherwise, of title to such land or other property it deems desirable for parks and public recreation use, the title to be taken in the name of the City of Monmouth.

(4) To perform such other responsibilities relating to City parks and recreation facilities within the City of Monmouth as the City Council may, from time to time, direct. (Ord. 1293, § 3, August 2, 2011. Code 1983 § 21.110.)

2.55.030 Membership.

The Board shall consist of seven members appointed by the Mayor and approved by the City Council, at least six of whom shall be residents of the City at the time of their nomination, appointment, and at all times during their term in office. A nonresident member may be appointed and approved when the Mayor and City Council determine that such individual has special qualifications and expertise in the subject matter of the Board and has expressed interest in being appointed and serving and advancing the interests of the City. 2.55.040 Term of office.

The term of office shall be four years. (Ord. 1293, § 5, August 2, 2011. Code 1983 § 21.130.)

2.55.050 Vacancies and removals.

Any vacancies shall be filled by appointment by the Mayor with approval by the Council. Any member may be removed for cause. A member of the Board who is absent from three consecutive meetings without an excuse approved by the Board is presumed to be in nonperformance of duty and the City Council may declare the position vacant and appoint a new member to fill the unexpired term. 2.55.060 Officers.

The Board at its first meeting on or after July 1st, each year, shall select one member to be the chairperson, another to be vice-chairperson and another to be secretary. The chairperson shall preside over the meetings of the Board and perform such other duties as may be delegated by the Board. The vice-chairperson shall act in the absence of the chairperson. The secretary shall take and prepare the minutes of the Board in accordance with ORS 192.610 through 192.650. The secretary shall forward to the City Recorder, monthly, a copy of the minutes of the meetings of the Board. The secretary shall keep all the records of the Board and shall perform such other duties as may be delegated by the Board. The secretarial duties may be delegated to staff. 2.55.070 Meetings.

The Board shall meet at times and dates to be set by rules of the Board, and may meet upon the call of the chairperson or on call by a majority of its members. If necessary, members may attend the meeting by conference call in accordance with ORS 192.670(2). (Ord. 1293, § 8, August 2, 2011. Code 1983 § 21.160.)

2.55.080 Procedures.

The Board’s procedures shall be in accordance with Robert’s Rules of Order. The Board may adopt supplementary rules of procedure. All meetings are subject to the requirements of the Oregon Public Meetings Law (ORS 192.610 to 192.690). A majority of the members of the Board in office as of the date of any meeting shall constitute a quorum for the conduct of business. When a quorum is present, the concurrence of a majority of those members present shall be required to decide any matter. If the Board is unable, because of a lack of a quorum or other cause, to act or make a recommendation on any matter before it in a timely manner, the City Council may act on the matter directly. 2.55.090 Council liaison.

The Mayor shall appoint a Council liaison to the Board. It shall be the responsibility of the Council liaison to attend the meetings of the Board, report on actions taken and facilitate communication between the Board and the City Council. The Council liaison is not a member of the Board, shall not count toward the quorum requirement of the Board, and shall not vote on any Board action. (Ord. 1293, § 10, August 2, 2011. 2.55.100 Staff support.

The City Manager shall assign staff to the Board. Staff’s responsibility shall be to give the Board neutral guidance and answer any questions of the Board members. The staff person is not a member of the Board. (Ord. 1293, § 11, August 2, 2011. Code 1983 § 21.190.)
