12.06.010 Purpose.

The purpose of this chapter is to standardize street naming and renaming that will minimize confusion and conflicts for emergency response, mail delivery, commerce, finding addresses and places of interest, and to establish community identity.

12.06.020 Street naming procedures and standards.

A.    These procedures and standards are applicable to the naming of public and private streets within the city’s incorporated and unincorporated urban growth boundary in accordance with the city of Phoenix/Jackson County Urban Growth Boundary and Policy Agreement of May 17, 1995 as amended.

B.    All proposed names for new public or private streets shall be included in an application for a development permit as defined in Phoenix Land Development Code Chapter 1.3. The review and approval of a proposed street name is not a land use decision. A street name that is proposed on a preliminary plat shall meet the street naming standards in Phoenix Land Development Code Section 3.5.2.S. All other proposed street names shall conform to the street renaming standards in Section 12.06.030.D.

12.06.030 Street renaming procedures and standards.

A.    This section applies to change of name of an existing public or private street, or to the naming of an existing but unnamed public or private street.

B.    The renaming of a public or private street shall be by request on a form that the city will provide. The form will include:

1.    Requestor information.

2.    Date of request.

3.    Current street name (unless unnamed) and proposed street name.

4.    Purpose of the request.

5.    Signatures of requestor and authorized representative for renaming a public street; signatures of a majority of affected property owners for a private street renaming.

6.    Plat or assessor’s map showing the street or street segment proposed to be renamed.

7.    One set of mailing labels for all owners of property abutting a public street or street segment proposed to be renamed.

8.    Administrative fee to process the request.

9.    Space for recording date and document number of the declaration of a private street.

C.    The filled-out and signed request form shall be submitted to planning and building department. A street renaming request shall be processed using this procedure:

1.    After receiving the application, the planner shall coordinate with Emergency Communications of Southern Oregon, Jackson County Development Services, Fire District #5, and Phoenix Postmaster for name acceptability.

2.    The planner shall schedule a public hearing to be conducted by the planning commission.

3.    The planner will prepare a public hearing notice that will be mailed not less than twenty days before the hearing. The notification shall be sent to all property owners of parcels bordering the street to be renamed, using the supplied mailing labels. Property owners will be responsible for notifying tenants of the public hearing. The letter will include a comment form which may be filled out and returned to the planning and building department. Comments should be submitted for receipt not less than three business days prior to the public hearing to be part of the public hearing record.

4.    The planning commission shall hold a public hearing to hear verbal or written testimony.

5.    After the public hearing is closed, the planning commission will deliberate and reach a decision on the name change request.

6.    The decision of the planning commission may be appealed to the city council within fourteen days of the decision. If appealed, the city council shall deliberate and affirm, reverse, or modify the planning commission’s decision. If the city council’s decision results in a street name change, the name change shall be filed with the county recorder, assessor, and surveyor.

7.    Planning and building department shall revise street addresses for an approved street name change, and notify affected persons, coordinating agencies, and utilities normally notified of street address changes.

D.    Street renaming shall follow these standards:

1.    No name should duplicate an existing or approved, future street name within Jackson County. A limited exception may be approved if, after research of address ranges of existing street names of same name, and after Subsection C.1 consultation, the duplicate name would not cause confusion.

2.    No name shall have the same pronunciation as an existing street name in Jackson County.

3.    The name shall be simple to pronounce.

4.    The name shall not contain offensive or derogatory terms.

5.    The name shall not contain punctuation or special characters.

6.    A name shall continue across intersections and roundabouts, but may not continue if the street is offset from one block to the next such that a continuous route is broken. Emergency services prefer a different name at each end of a loop to avoid confusion.

7.    Historically, a county road that runs through the city retains the county road name.

8.    The name shall have a cardinal direction prefix: N (north), S (south), E (east), and W (west).

ii.    All streets generally running parallel to South Pacific Highway/Main Street, or north-south, and north of First Street but west of Bear Creek shall have N prefix, and S prefix south of First Street.

iii.    All streets generally running at right angle to South Pacific Highway/Main Street, or east-west, and west of South Pacific Highway/Main Street shall have W prefix, and E prefix east of South Pacific Highway/Main Street.

iv.    All streets generally running at right angle to Fern Valley Road, and north of Fern Valley Road but east of Bear Creek and west of Interstate 5 shall have N prefix, and S prefix south of Fern Valley Road.

9.    The name shall change prefix for a street segment that changes direction for a substantial distance. As a general rule, that distance is three hundred sixty lineal feet as measured along centerline of street right-of-way or street surface.

10.    The name shall have a suffix from the following list that best fits the street length, function, width, and alignment:
