2.40.010 Created.

There is hereby created a city budget committee (hereinafter referred to as “the committee”) for the city of Rainier, Oregon. (Ord. 1050, 2008)

2.40.020 Members.

The committee is made up of the mayor and council and an equal number of eight appointed members, who shall be electors of the city. Members shall receive no compensation from the city; however, they may be reimbursed for expenses incurred while serving. The city may also utilize no more than three nonresident advisors to the committee. Nonresident advisors shall have a significant interest in the city, including property ownership, business ownership or employment. Appointed members or advisors shall not be employees, agents, or officers of the city of Rainier. (Ord. 1050, 2008)

2.40.030 Terms.

Appointed members shall be appointed for staggered three-year terms. At the first meeting of the committee, the eight appointed members shall choose their terms of office by lot as follows: two for one year, three for two years, and three for three years. Immediately thereafter, the committee shall notify the mayor and council in writing of such allotment. Their successors shall hold office for three years. Any vacancy shall be filled by the mayor for the unexpired portion of the term. Nonresident advisors shall have no set terms. (Ord. 1050, 2008)

2.40.040 Elections.

The committee at its first meeting after its appointment shall elect a chairperson from among its members. (Ord. 1050, 2008)

2.40.050 Meetings.

A quorum must be present in order to hold a public meeting; however, a majority of the total committee membership must vote in the affirmative for action to be taken. By statute the committee must hold at least one public meeting for the purpose of receiving the budget message and providing members of the public with the opportunity to ask questions about and comment on the proposed budget. 2.40.060 Powers and duties.

The committee is an advisory body established by statute and shall have all the powers which are now or hereafter granted to it by ordinances of this city or by general laws of the state of Oregon. The committee shall hold public meetings for the purpose of conducting budget deliberations. The committee may revise the proposed budget during the approval process. The committee shall have no authority to negotiate employee salaries. The committee shall approve the property tax rate or tax amounts that will be submitted to the Columbia County assessor. 2.40.070 Removal of members.

Committee members serve at the pleasure of the mayor and may be removed by majority vote of the city council. (Ord. 1050, 2008)
