INTERNAL GENERAL SERVICES FUND

3.05.010 Internal general services fund established.

A. This chapter establishes the internal general services fund.

B. The purpose of the internal general services fund is to finance and account for services provided which benefit both general fund and special revenue fund activities of the city of Rainier.

C. Beginning with the fiscal year 1993-1994 each fund benefiting from the internal general services fund shall be billed monthly based on the benefit received. The charges for services shall be computed to cover all costs for such services and the charges shall be reviewed and revised as necessary to eliminate any element of profit or loss. In accomplishing this review both the immediate and long term needs of the fund shall be considered.

D. Specifically, expenditures and encumbrances of the internal general services fund shall be made only for the following:

1. To provide for the maintenance of City Hall to include all expenditures necessary to maintain the structural integrity, appearance, cleanliness and sanitary facilities of both the structure and property known now or in the future as City Hall.

2. To provide for the acquisition, repair and replacement of the office supplies and equipment located or used in association with the administrative functions of City Hall.

3. To provide for the maintenance of the city shops to include all expenditures necessary to maintain the structural integrity, appearance and cleanliness of both the structures and property known now or in the future as the city shops.

4. To provide for the acquisition, repair and replacement of the tools and equipment located or used in association with the city shops.

5. To provide for the acquisition, repair and replacement of the following:

a. Vehicles which may be used in the operations, maintenance and construction of all of the following other fund activities: water, sewer, and streets.

b. Machinery which may be used in the operations, maintenance and construction of all of the following other fund activities; water; sewer; and streets.

6. To provide for the acquisition, repair and replacement of safety equipment and devices used in association with the city’s personnel safety program and other such equipment or devices which are of a temporary nature used to avert a hazard when such item is not used solely for an activity of another specific fund. 3.05.020 No funds expended without appropriation.

No person shall expend or encumber or authorize the expenditure or encumbrance of funds in excess of the balance of the internal general services fund or for a purpose for which there is no appropriation or source of reimbursement authorized at that time. (Ord. 938 § 2, 1992)

3.05.030 Appropriations based upon need, established procedure and local budget law.

In providing for the needs of the internal general services fund, the city shall budget such appropriations as are necessary in each object class within the fund based upon anticipated need or established procedure and local budget law. (Ord. 938 § 3, 1992)
