2.25.010 Police department – Officers.

The chief of police shall be appointed by the council. The chief of police, officers, and members of the police department shall receive for their services such compensation as the council may provide. [Amended during 1979 codification; Ord. 5 § 1, 1946. Code 2002 § 2.12.010].

2.25.020 Police department – Duties and powers of chief.

The duties and powers of the chief of police shall be as follows:

(1) To have full control and direction of the police department, equipment and police personnel and have the control and disposition of such police officers as may be appointed, either temporary or permanent;

(2) To preserve the peace and quiet of the city and to diligently inquire into and make complaints against all persons guilty of violation of any of the city ordinances and state laws, to prevent crimes, arrest offenders, protect the rights of persons and properties, and generally obey and enforce all the ordinances of the city and criminal laws of the state and of the United States of America;

(3) To perform such other duties as may be prescribed by ordinance or by the order of the council and to have the general authority of a police officer of the state within the boundaries of the city;

(4) To devote the time necessary to the discharge of his official duties and to keep the council advised of the affairs and needs of his office;

(5) To have general supervision and control over the employees within his department and the work of such employees;

(6) To answer directly to the city manager, if any, or, if none, then to the councilman in charge of the department;

(7) To be the administrative head of the department and recommend to the council, when necessary to achieve a more efficient operation of the city government, the organization or reorganization of, or any change in, the department.
