Rules and Regulations for Parks and Recreation Places

§9-201 Rules and Regulations Adopted.

The following regulations are established for the maintenance, operation, protection and use of all existing parks, playgrounds and other outdoor recreation places owned, operated and maintained by the Borough, and any additional outdoor recreation places that may be acquired by the Borough in the future, and the parks, playgrounds and other outdoor recreation places referred to in this Section shall be designated as "recreation areas" in this Article:

A.    The recreation areas shall be open to the public between 7 a.m. and sunset except for special events for which advance approval by the Mayor is required. It shall be unlawful for any person, other than Borough personnel, to be in any recreation area at any time when that area is not open to the public.

B.    No person shall injure, deface, remove, cut or damage any tree, plant, shrub, turf, building or structure, or any fixture in any building or structure, or any other property of the Borough in any recreation area.

C.    No person shall remove any bench, seat or table from any recreation area or change the location of any such bench, seat or table without advance permission from the Secretary.

D.    No person shall conduct himself within any recreation area so as to annoy any other person using the park for a recreational purpose.

E.    No person shall dispose of any refuse in any recreation area except in receptacles designated for the purpose. All persons using a recreation area shall dispose of all refuse left by them (and not carried away from the recreation area by them) in the proper receptacles.

F.    No bicycles and no motorized vehicles (including motor vehicles, minibikes and snowmobiles) shall be allowed in any recreation area, except in parking lots or parking areas in those cases where a recreation area is provided with parking facilities.

G.    No person shall ride or bring any horse into any recreation area.

H.    No person shall bring into or use any alcoholic beverage or liquor or any drugs of any nature whatsoever in any recreation area.

§9-202 Penalty for Violation.

Any person, firm or corporation who shall violate any provision of this Article, upon conviction thereof, shall be sentenced to a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this Article continues or each Section of this Article which shall be found to have been violated shall constitute a separate offense.
