526.01 Prohibition of parking in specified places.

Except when necessary to avoid conflict with other traffic, or to protect the safety of any person or vehicle, or in compliance with law or the directions of a police officer or official traffic control device, no driver or other person shall stand or park a vehicle or permit a vehicle to stand or be parked:

(A) On the roadway side of any vehicle stopped or parked at the edge or curb of a street except temporary standing or parking for the purpose of loading or unloading persons or property as permitted by Section 3353(a)(i)(1) of the Vehicle Code;

(B) On a sidewalk;

(C) Within an intersection;

(D) On a crosswalk;

(E) Between a safety zone and the adjacent curb within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless a different length is indicated by official traffic control devices;

(F) Alongside or opposite any street excavation or obstruction when such parking would obstruct traffic;

(G) Upon any bridge or other elevated structure upon a highway;

(H) On any railroad tracks;

(I) In the area between roadways of a divided highway, including crossovers;

(J) In front of a public or private driveway;

(K) Within 15 feet of a fire hydrant;

(L) Within 20 feet of a crosswalk at an intersection;

(M) Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic control signal located at the site of a roadway;

(N) Within 20 feet of the driveway entrance to any fire station or on the side of a street opposite the entrance to any fire station within 75 feet of the entrance;

(O) On a limited access highway unless authorized by official traffic control devices;

(P) Within 50 feet of the nearest rail of a railroad crossing;

(Q) At any place where official signs prohibit standing or parking. (Ord. 3663 § 2, 2009)

526.02 Parking or leaving unattended vehicles on private property.

(A) No driver or other person shall park or leave unattended a vehicle on private property without the consent of the owner or other person in control or possession of the property except in the case of emergency or disablement of the vehicle, in which case the operator shall arrange for the removal of the vehicle as soon as possible.

(B) The provisions of this section shall not apply to private parking lots unless such lots are posted to notify the public of any parking restrictions and the operator of the vehicle violates such posted restrictions. For the purposes of this section, “private parking lot” means a parking lot open to the public or used for parking without charge, or a parking lot used for parking with charge. 526.99 Penalty.

Any driver or other person who parks or stands a vehicle or any person who permits a vehicle of which he is the registered owner to stand or be parked in violation of any provision of this article shall be subject to a penalty as follows:

(A) If penalty paid at courtesy box or city police headquarters within 48 hours of the issuance of the parking ticket: $30.00.

(B) If penalty paid more than 48 hours, but within 10 days of the issuance of the parking ticket: $40.00.

(C) If penalty is not paid within 10 days from the original date of issue, a citation shall be filed with the district magistrate and, upon conviction, violators shall be sentenced to pay a fine as set forth below.

(D) Time of payment for the purpose of this article shall be the time of the receipt of payment by the City of Meadville either in a courtesy box or at Police Headquarters, 984 Water Street, Meadville, Pennsylvania.

(E) Any person convicted of the violation of any term or provision of this article (or of aiding, abetting or assisting in the violation of any term or provision of this article) shall be sentenced to pay a fine of not less than $50.00 and, upon default of payment, may be imprisoned for a term not to exceed 10 days.
