Numbering of Buildings

§4-101 Statutory Authority.

This Part is adopted in conformance with and pursuant to authority granted by §§1006 and 1202(18) of the Borough Code, as amended, 53 P.S. §46006 and 53 P.S. §46202(18).

§4-102 Title.

This Part may be referred to as the “Selinsgrove Building Numbering Ordinance.”

§4-103 Definitions.

Unless otherwise expressly stated, or unless the context clearly indicates a different meaning, the following words shall have the following meanings:

Alley–any road within the Borough, even if named and identified by a street sign, onto which a building does not face.

Block–a segment of a street that runs from one intersecting street to the next.

Street–any existing or future Borough street or road, not including an alley.

§4-104 Adoption of Numbering System.

The Borough Council hereby adopts the system for numbering buildings within the Borough set forth in this Part.

§4-105 Tabulation of Parcels.

The Borough Council shall tabulate all real estate parcels within the Borough based on the Snyder County Tax Assessment Maps for the Borough and assign numbers to the buildings on the parcels in accordance with this Part. The tabulation shall include the tax parcel number, the number assigned in accordance with this Part, the street name on which any building on the parcel faces and any other information as may be deemed appropriate. Such tabulation shall be kept current to reflect the existing real estate parcels within the Borough.

§4-106 Numbering System.

1.    Direction Designations. For the purpose of numbering buildings, the streets of the Borough shall be assigned direction designations as follows:

A.    Streets that run north from Pine Street shall be designated north.

B.    Streets that run south from Pine Street shall be designated south.

C.    Streets that run east from Market Street shall be designated east.

D.    Streets that run west from Market Street shall be designated west.

E.    Streets that do not join or intersect either Pine or Market Street, or that run diagonally to these streets, or that run in more than one direction, shall be assigned direction designations as determined by the Borough Council.

2.    Blocks. Numbers shall be assigned to buildings progressively in groups of a maximum of 100 numbers per block. The block of a street that begins at Pine or Market Street shall carry numbers progressively from 1 up to a maximum of 99, the next block shall carry numbers progressively from 100 up to a maximum of 199, and so forth, by groups of 100 as the street proceeds away from Pine or Market Street. For streets that do not join or intersect either Pine or Market Street, numbers shall be assigned to buildings progressively in groups of a maximum of 100 numbers per block as determined by the Borough Council.

3.    Odd and Even Sides of a Street. Numbers assigned to the buildings on the north or west side of a street shall be even and on the south or east side shall be odd.

4.    Buildings to Be Numbered.

A.    General Rule. Buildings that are used for a human residence, for the conduct of business or government or for an educational, religious or recreational purpose shall be numbered. Private garages, sheds, barns or individual buildings in a group of buildings which serve a common purpose shall not be numbered.

B.    Double Houses. Each side of a double house shall be assigned an individual number.

C.    Apartment Houses. An apartment house, regardless of the number of residences within or entrances to the apartment house, shall be assigned one number.

D.    Business Establishment with Apartments. A business establishment with an upper- or lower-level apartment or apartments shall be assigned separate numbers for the business establishment and for the apartment or apartments as a group.

E.    Residences with Business Establishment. A residence with an attached business establishment or establishments shall be assigned separate numbers for the residence and for each business establishment.

F.    Corner Buildings. A corner building shall be numbered on the street which it faces. If it is not clear on which street a corner building faces, the parcel owner’s preference in numbering shall be determined and honored.

5.    Numbers Reserved for Unimproved Parcels. A number or numbers shall be assigned and be reserved for future use for each unimproved parcel that fronts on a particular street in accordance with the maximum number of subdivisions that may be made out of the parcel.

6.    Discretion of Borough Council. These rules notwithstanding, the Borough Council may exercise reasonable discretion in determining what buildings or parts of buildings shall or shall not be numbered and may renumber buildings if reasonable to do so.

§4-107 Number to Be Indicated on Building Permit.

The number for a building, if a number is required under this Part, shall be indicated on any building permit for the building issued by the Borough.

§4-108 Display of Numbers.

1.    Owner’s Responsibility. The owner of a building shall display the number or numbers assigned to the building on the building.

2.    Rules for Display.

A.    General. Numerals for the number shall be placed so as to be conspicuous and easily readable from the street upon which the building faces. No number shall be displayed in words.

B.    Style. Numerals shall be Arabic and shall not be ornate so as to be unreadable from the street.

C.    Size. Numerals shall be no less than 4 inches in height with a minimum stroke width of ½ inch. [Ord. 825]

D.    Contrast. Numerals shall be of a color to contrast well with the background on which they are placed.

E.    Positioning. Numerals shall be placed closely to the main entrance of the building or part of the building they identify.

§4-109 Naming or Renaming of Streets.

The Borough Council shall name or rename any street, portion of a street or alley to facilitate the numbering system set forth in this Part.
