§15-401 Vehicles to Be Parked Within Marked Spaces.

Wherever a space is marked off on any street for the parking of an individual vehicle, every vehicle parked there shall be parked wholly within the lines bounding that space, and it shall be a violation of this Part for any person to park a vehicle or allow it to remain parked otherwise.

§15-403 Unattended Vehicles on Private Property.

1.    No person shall park or leave a vehicle unattended on private property without the consent of the owner or other person in control or possession of the property, except in the case of an emergency or disablement of the vehicle, in which case the operator shall arrange for the removal of the vehicle as soon as possible.

2.    The owner or other person in charge or possession of any property on which a vehicle is parked or left unattended in violation of the provision of subsection .1 may remove, or have removed, the vehicle at the reasonable expense of the owner of the vehicle.

3.    The owner or other person in charge or possession of any property on which a vehicle is parked or left unattended in violation of the provision of subsection .1 shall, in writing, identify the property owner or person in charge and the vehicle, identified by its license number, and may request that the police issue a citation or arrest for violation of this section in the same manner as citations or arrests are made for other parking violations under this Chapter.

§15-404 Parking Prohibited Certain Times of Year.

From November 1 of each year to April 1 of the succeeding year, inclusive, no person, firm or corporation shall park a vehicle upon any of the streets or parts thereof described below:

§15-408 Special Purpose Parking Zones Established; Parking Otherwise Prohibited.

1.    The following are established as special purpose parking zones, and it shall be unlawful for any person to park a vehicle or tractor or to allow it to remain parked in any such zone except as specifically provided for that zone:

2.    Designation of Bus Stops. The following areas are specifically reserved for the pickup and discharge of bus passengers, and no other vehicles shall park or stand in such places, except that police vehicles may do so:

A.    On west side of South Market Street between Bough Street and University Avenue beginning at a drainage line at the north side of the entrance to the parking lot and continuing in a southerly direction for a distance of 60 feet.

B.    On the east side of South Market Street, between Bough Street and University Avenue, a 80-foot space in front of the Masonic Building.

§15-409 Standing or Parking on Roadway for Loading or Unloading.

It shall be unlawful for any person to stop, stand or park a vehicle (other than a pedalcycle) on the roadway side of any vehicle stopped or parked at the edge or curb of any street, except that standing or parking for the purpose of loading or unloading persons or property shall be permitted on the following named streets on Monday through Saturday, between the hours of 9 a.m. and 11:30 a.m. and between the hours of 1:30 p.m. and 4 p.m., and for no longer than necessary for the loading or unloading.

§15-410 Angle Parking Required on Portions of Certain Streets.

2.    Once each year, the Borough Manager shall publish the Street Sweeping Schedule described in subsection .1 above, not later than the second of April, in Borough newsletter of general circulation within the Borough of Selinsgrove. The publication shall give notice that parking is prohibited between 2 a.m. and 6 a.m. on the days and streets indicated and shall state the calendar date when the prohibited parking shall become effective for that year. No arrest or citation for violating this Section shall be valid until the notice is so published.

3.    The Borough Manager shall cause signs to be erected at the various highway entrances into the Borough. Such signs shall contain a notice that overtime parking will be enforced between the hours of 2 a.m. and 6 a.m. and shall make reference to the place within the Borough where the complete Street Sweeping Schedule may be found.

4.    The fact that a vehicle which is parked in violation of this Section is registered in the name of the person, firm or corporation shall be considered prima facie proof that such registered owner was in control of the vehicle at the time of such parking.

§15-412 Penalties.

Any person who violates any provision of this Part, upon conviction, shall be sentenced to pay a fine of not more than $50 and costs. Provided, it shall be the duty of the police officers and of parking enforcement personnel of the Borough to report to the appropriate official all violations of any provision of this Part indicating, in each case, the Section violated; the license number of the vehicle involved in the violation; the location where the violation took place; and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer or other person making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this Part.
