I-1 Research and Development and Light Industrial District

§27-1101 Purpose of District.

The purpose of the I-1 Research and Development and Light Industrial District is to provide sufficient space in appropriate locations to meet the anticipated future needs for limited industrial activity, with due allowance for the need for a choice of sites. It is further intended that limited industrial operations will be compatible with surrounding residential or farm areas.

§27-1102 Review Procedure.

A development plan shall be prepared and submitted to the Borough showing the overall development scheme, including proposed site layout, existing zoning, parking facilities, all adjacent highways, streets and alleys with traffic flow patterns, and a list of the kind of establishments to be located on the site and their floor areas. Also there shall be submitted preliminary architectural sketches, elevations and engineering plans showing proposed methods of water runoff control, type of sewage treatment and source of water supply.

§27-1103 Permitted Uses.

In the I-1 Research and Development and Light Industrial District, a lot or parcel may be used and a building or structure may be erected for any of the following purposes:

A.    Research, engineering or testing laboratories.

B.    Administrative activities and offices.

C.    Assembly from components, including the assembly of radios, televisions and similar electronic products.

D.    Fabrication of models or test equipment used in research.

E.    Pharmaceutical research and production.

F.    Plastics assembly.

G.    Optical instrument systems development.

H.    Radio or television transmitter, including such as an accessory use, if it is of any type requiring licensing by the Federal Communications Commission.

I.    Textiles and clothing manufacture.

J.    Completely enclosed (interior) storage of raw materials, products or waste materials of the above uses.

K.    Warehouses, distribution centers and truck and bus terminals.

L.    Accessory buildings and uses customarily incidental to the above uses, such as a restaurant, cafeteria or recreational facility.

M.    Indoor theater, bowling lanes or other similar place of indoor recreation. [Ord. 642]

§27-1104 Conditional Uses.

Conditional uses in the I-1 Research and Development and Light Industrial District are as follows:

A.    Appropriate public uses and essential services.

§27-1105 Performance Standards.

The research and development and light industrial activities shall be such that they:

A.    Emit no obnoxious, toxic or corrosive dust, dirt, fly ash, which could cause damage to, human health, to animals or vegetation or to other forms of property or which can cause any soiling or staining of persons or property at any point beyond the lot line of the use creating the emission.

B.    Discharge no smoke of a consistency which will restrict the passage of sunlight.

C.    Emit no odor perceptible at the lot boundaries.

D.    Produce no physical vibrations perceptible at or beyond the lot boundaries.

E.    Produce no electromagnetic radiation or radioactive emission injurious to human beings, animals or vegetation. Electromagnetic radiation or radioactive emissions shall not be of an intensity that interferes with the use of any other property.

F.    Discharge no untreated potentially dangerous effluent from plant operations into local surface or subsurface drainage courses.

§27-1106 Area and Lot Width Regulations.

In the I-1 Research and Development and Light Industrial District, no minimum lot size or lot width shall be required for the permitted uses.

§27-1107 Coverage Regulations.

Coverage regulations in the I-1 Research and Development and Light Industrial District are as follows:

A.    Lot Coverage. All buildings, including accessory buildings, shall cover not more than 40 percent of the lot.

B.    Landscape Area. The minimum landscape area shall not be less than 20 percent of the total lot area.

§27-1108 Yard Regulations.

Yard regulations in the I-1 Research and Development and Light Industrial District are as follows:

A.    Front Yard. The following front yard setbacks and road classifications shall conform to the Transportation Plan of the adopted Comprehensive Plan:

(1)    Major arterial–60-foot minimum.

(2)    Minor arterial–60-foot minimum.

(3)    Major collector–50-foot minimum.

(4)    Local–50-foot minimum.

B.    Side yards–minimum of 50 feet each side.

C.    Rear yard–minimum of 50 feet in depth.

§27-1109 Height Regulations.

The maximum building height in the I-1 Research and Development and Light Industrial District shall be three stories or 36 feet maximum.
