Satellite Earth Station Antennas

§27-1901 Definitions.

For the purposes of this Chapter, the following terms shall be defined as follows:

Satellite earth station antenna–a dish-shaped or other antenna designed to receive television broadcasts relayed by microwave signals from earth-orbiting communication satellites. This term shall include, but not be limited to, both solid and mesh-type antennas.

§27-1902 General Provisions.

1.    Permit Required. All satellite earth station antennas shall be subject to the Zoning Officer’s issuance of a zoning permit.

2.    Inspection. All satellite earth station antennas are subject to periodic inspection by the Zoning Officer and/or Building Officer to determine continuing compliance with the provisions of this Chapter and Building Code.

3.    Construction Standards.

A.    All satellite earth station antennas shall be installed in a safe manner and shall be securely anchored so as not to become a hazard. Compliance with the manufacturer’s recommendations, if any, as to installation shall be the minimum requirement for installation.

B.    Any application for a permit to erect a satellite earth station antenna of 10 or more feet in diameter shall be accompanied by such plans for installation, as well as all other information required in this Chapter or elsewhere in the Code of the Borough of Selinsgrove. In addition, the specifications for footings, dead load, plus ice load, and wind load (uplift) shall be supplied.

C.    Any application for a permit to erect a satellite earth station antenna of less than 10 feet in diameter shall he accompanied by such plans as will demonstrate compliance with the provisions of this Chapter and such other provisions of the Code of the Borough of Selinsgrove that may be applicable, but such need not include specifications for footings, dead load or wind load.

D.    Any application for a permit to erect a satellite earth station antenna of any size which is proposed to be anchored above the surface of the ground shall be accompanied by a plan showing the proposed installation. The plan shall bear the seal of a licensed professional engineer or architect and a legend that the licensed professional engineer or architect whose seal appears thereon has certified the proposed installation as being reasonably safe. 4.    Location. All satellite earth station antennas erected pursuant to a permit hereunder shall conform to the following additional regulation:

A.    No satellite earth station antennas shall be located in the front yard of a lot or in the street side yard of a corner lot in an R-1, R-2, R-3 or RSP Zone.

B.    Satellite earth station antennas shall be permitted in other than residential zones as a conditional use only.

C.    All satellite earth station antennas are subject to the setback and height requirements applicable in the zone in which they are to be located.

5.    Use. Satellite earth station antennas located in an R-1, R-2, R-3 or RSP Zone shall not be used for commercial purposes.

6.    Size. No satellite earth station antenna shall exceed 12 feet in diameter.

7.    Height Limitation. No satellite earth station antenna located on any roof shall exceed an overall height of 10 feet above the highest point of the roof.
