Mass Gatherings

§10-401 Definitions.

Mass gatherings - any meeting or congregation of people numbering 200 or more, for any purpose, which is scheduled or can be reasonably expected to last for 2 hours or more.

Person - includes a partnership, corporation, organization or association, as well as an individual.

§10-402 Permit Required.

No person shall conduct or arrange any mass gathering, nor shall any landowner permit a mass gathering on his land, within the Township of Wolf, without first obtaining a written permit therefore from the Supervisors of Wolf Township.

§10-403 Application for Permit.

At least 15 days prior to the event, application for a permit shall be made in writing, accompanied by a map or sketch, showing the location and extent of the area to be used and reflecting all physical features located thereon. It shall also describe in detail all food and water dispensing facilities, first aid, sanitation, weather protection, vehicle parking, means of access and exit and the type and nature of the activity to be carried on.

§10-404 Investigation.

Before granting a permit, the Supervisors shall make an investigation to determine that access to the area by vehicle is adequate and proper for the number and type of vehicles expected; parking facilities are adequate; that food and water dispensing facilities are adequate; that first aid facilities are available; that proper and adequate sanitation facilities are available; that weather protection will be provided; and that the type and nature of the activity to be carried on will not be such as to emit noise, dust, fumes, or other noxious substances from the area so that a nuisance would be caused for nearby residents. If any of the above matters are found to be inadequate in view of reasonable standards and regulations imposed by the Supervisors, then the permit shall be denied and the proposed gathering shall not be held.

§10-405 Penalties.

Any person, firm or corporation who shall violate any provision of this Part, upon conviction thereof in an action brought before a district justice in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of Criminal Procedure, shall be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each Section of this Part which shall be found to have been violated shall constitute a separate offense.
