2.40.010 Created.

The Eagle Mountain City recreation sports board is hereby ratified and confirmed as constituted under Ordinance No. O-08-2002 and under the terms of this chapter to operate and administer recreation sports programs for the citizens of Eagle Mountain City and other qualified participants and to recommend to the city council the establishment of policies, budget and program authority necessary to the accomplishment of a citywide recreation sports program for the youth and adults of Eagle Mountain City. 2.40.020 Membership – Terms – Compensation.

The Eagle Mountain City recreation sports board (“the board”) shall be comprised of six persons appointed in accordance with Chapter 2.27 EMMC. One member of the board shall be appointed by the city council as chair of the board and director of sports programs and shall serve for a term of four years. The chair of the board shall conduct meetings of the board as a nonvoting member of the board but shall be entitled to vote to decide an issue in case of a tie vote. Three of the initial board members shall be appointed for terms of two years and the balance of the initial members of the board shall be appointed for terms of four years. All members of the recreation sports board shall serve terms of four years after the initial terms of office expire. Members of the recreation sports board shall serve without compensation. [Ord. 2.40.030 Powers and duties.

Members of the board shall meet as often as necessary and shall define the recreation sports programs to be offered by the city, propose a budget to the city council for each sport deemed appropriate by the board, recruit volunteer program supervisors, coaches, and other personnel necessary to the operation of the sports programs and encourage financial sponsorship and donations from private organizations to assist in the operation of the sports programs. 2.40.040 Funds.

Funds budgeted by the city for the recreation sports programs shall be expended in accordance with the program recommendations after approval by the city council. All funds raised by the sports program operations shall be used exclusively for the purpose for which the funds were solicited, paid or otherwise received by the city or the sports program. [Ord. 2.40.050 Volunteer personnel deemed agents of the city.

Volunteer personnel serving as members of the board, program supervisors and coaches, and other volunteers working directly under the authority of the board shall be deemed agents of Eagle Mountain City for the limited purpose necessary to the operation of the recreation sports program and for no other purpose. 2.40.060 Supervised recreation programs – Use of city parks without charge.

Recreation programs supervised and administered by the Eagle Mountain City recreation sports board shall have the use of city recreation parks and fields without charge or compensation to the city; provided, however, that all direct cost for field preparation, cleanup and solid waste and sanitation disposal associated with the recreation sports program activities shall be attributed to the budget for such activities established from time to time by the Eagle Mountain city council.
