2.05.010 Role, responsibility, and obligation of the governing body.

(1) Role and Responsibility. Except as otherwise specifically provided in this chapter, the governing body shall be a legislative body which shall establish general policy for the operation of city government, pass ordinances and resolutions, appropriate funds and approve budgets, review city administration and perform any other duties which may be required of it by law or ordinance.

May communicate directly with city department heads (those employees who report directly to the city manager); however, all assignments and/or recommendations shall be made through the city manager. [Ord. 4-6-04-1 § 1. Code 1997 § 3-8-17A-3-1.]

2.05.020 District elections.

(1) All Riverton City council members shall be elected to represent a district of the city as the districts are described in the legal descriptions and district boundary map attached in Exhibit “A” and incorporated herein by reference. The city is divided into five voting districts of substantially equal population, as shown in the attached map and which are designated on the map as Districts 1 through 5.

(2) Council seats for Districts 3 and 4 shall be filled in municipal elections in the year that the mayor’s seat is up for election beginning with the municipal election in 2025, and council seats for Districts 1, 2, and 5 shall be filled in municipal elections beginning with the municipal election in 2023.

(3) The city shall, by ordinance, make adjustments to the boundaries of the districts as may be required to maintain districts of substantially equal population within six months after the Utah State Legislature completes its redistricting process and may do so at such other times as the Riverton City council may deem necessary.

(4) Candidates for any council district, in addition to meeting the eligibility and residency requirements of Utah law, must also be residents of the district which the candidates seek to represent.

(5) All sitting city council members shall continue to hold office within the district which he or she currently represents until the expiration of that council member’s term of office. The realignment of districts within Riverton City shall not be deemed to deprive any sitting member of the Riverton City council his or her current seat to which the council member was elected.

District #1

Beginning at the intersection of the east right-of way line of 5600 West and the centerline of 13400 South and running along the Riverton/Herriman City boundary the following seven (7) Courses: (1) East along the centerline of said 13400 South to approximately 4800 West, near the west right-of way line of Mountain View Highway; (2) thence North to the north right-of way line of 13200 South Street; (3) thence West along said north right-of way line of 13200 South Street to the west right-of way line of Tower Ridge Drive at approximately 4960 West; (4) thence North along the west lines of the Towers Phase 1 and Western Springs Phase 6 subdivisions to the south line of Western Springs Phase 5 Subdivision; (5) thence West along said south line of Western Springs Phase 5 Subdivision to the southwest corner of Lot 582 of said Phase 5; (6) thence North along the west lines of the Western Springs Phase 5 and Phase 3 Subdivisions to the Riverton/Herriman City Boundary on the south side of 12600 South Street; (7) thence East along the south side of 12600 South Street to the intersection of 12600 South Street and the east right-of way line of Mountain View Highway; thence South along said east right-of way line of said Mountain View Highway to the center of 13200 South Street; thence East along the center of said 13200 South Street to the Welby Jacob Canal (approximately 4300 West); thence Southerly along the centerline of said Welby Jacob Canal to the intersection of the Welby Jacob Canal and 13400 South Street (at approximately 4400 West); and continuing thence Southerly along the centerline of the Welby Jacob Canal to the Riverton City Line at 13800 South; thence along the Riverton/Herriman City Boundary the following ten (10 calls: (1) along 13800 South Street West to the center of 4800 West Street; (2) thence South along said centerline of 4800 West Street to a the north right-of way line of Palisade Rose Drive (at approximately 14200 South); (3) thence West along the south lines of the Foothills Plat B and Foothills Plat C subdivisions to the southwest corner of Lot 453 of Foothills Plat C subdivision; (4) thence North along the west line of said Foothills Plat C subdivision to the northwest corner of Lot 529 of said subdivision; (5) thence East along the north line of Foothills Plat C Subdivision to the northeast corner of lot 515 of said subdivision; (6) thence North along the west line of Foothills Plat A Subdivision to the southeast corner of Lot 601 of Monarch Meadows Phase 6 Subdivision; (7) thence West along the south line of said Monarch Meadows Phase 6 Subdivision to the west line of said Phase 6; (8) thence Northerly along the west line of said Monarch Meadows Phase 6; (9) thence West along the south line of the Autumn Hills at Rose Creek Phase 2 Subdivision to the east right-of way line of 5600 West Street; (10) thence Northerly along said east right-of way line of 5600 West to the centerline of 13400 South Street and the point of beginning.

Beginning at the Northwest corner of the Riverton City Line, said point being on the centerline of 11800 South Street at approximately 4570 West and running thence Easterly along the Riverton/South Jordan City Line (center line of 11800 South Street) to the centerline of 2700 West Street; thence Southerly along the centerline of 2700 West Street to the intersection with 12165 South Street; thence Easterly along said centerline of 12165 South Street to the center line of Field Downs Drive; thence Northeasterly along said centerline of Field Downs Drive to a point perpendicular to the southwest corner of Lot 120 of the West Field Downs Phase 1 Subdivision; thence along the south and east lines of said Lot 120 to the northwest corner of Lot 216 of West Field Downs Phase 2 Subdivision; thence East along the north line of said Lot 216 to the centerline of the Utah and Salt Lake Canal; thence along the centerline of said canal Southerly to the centerline of 12600 South Street (approximately 2260 West); thence West along the centerline of 12600 South Street to the Riverton/Herriman City Line (approximately 4500 West); thence along the Riverton/Herriman City Line the following four (4) courses: (1) Northerly to the southwest corner of Lot 103 of Village at Canyonview Park Phase 1 Subdivision; (2) thence Northwesterly along the southwest line of lots 103 thru 109 of said subdivision; (3) thence North along the west line of Village at Canyonview Park Phase 1, Village at Canyonview Park Phase 2, and Canyon View Park Phase 4 Subdivisions to the south line of Parkhaven Phase 2 Subdivision; (4) thence West along the south line of said Parkhaven Phase 2 Subdivision to the southwest corner of Lot 211 of said Parkhaven Phase 2; (5) thence North along the west line of Parkhaven Phase 2 and Parkhaven Phase 1 Subdivisions and continuing north to the centerline of 11800 South Street, and the point of beginning.

Beginning at the intersection of the centerlines of 12600 South Street and Utah and Salt Lake Canal (approximately 2260 West) and running thence Northward along the centerline of said canal to a point perpendicular to the northeast corner of Lot 216 of West Field Downs Phase 2 Subdivision; thence West along the north line of said Lot 216 to a point shared with the northeast corner of Lot 120 of the West Field Downs Phase 1 Subdivision; thence along the east and south lines of said Lot 120 and westward to a point perpendicular to the southwest corner of Lot 120 on the centerline of Field Downs Drive; thence Southwesterly along the centerline of said Field Downs Drive to the centerline of 12165 South Street; thence Westerly along said centerline of 12165 South Street to the center line of 2700 West Street; thence Northerly along the centerline of 2700 West Street to the Riverton/South Jordan City Line on the centerline of 2700 West Street at approximately 11600 South and running thence Easterly along the Riverton/South Jordan City Line to approximately 2200 West; thence Southerly along the Riverton/South Jordan City Line to the centerline of 11800 South at approximately 2200 West; thence Easterly along said centerline of 11800 South Street to a corner on the Riverton City Line (approximately 1830 West); thence Northerly along the Riverton City Line to approximately 11600 South; thence Easterly to the centerline of Redwood Road; thence Southerly along said Centerline of Redwood Road to a corner on the Riverton City Line at approximately 11700 South; thence Easterly and northeasterly along the Riverton City Line to the centerline of 1300 West at approximately 11610 South; thence Southerly along said centerline of 1300 West to approximately 11740 South; thence along the Riverton/ South Jordan City Line Easterly, Southerly and Easterly to the northeast corner on Riverton City Line, said point being a shared point on the Riverton. Beginning at the centerline intersection of 2700 West and 12600 South Streets and running thence Eastward along the centerline of said 12600 South Street to the Riverton/Draper City Line (said City line is more or less coincident with the Jordan River); thence Southerly along said Riverton/Draper City Line to the Southeast Corner of Riverton City, said point being the shared boundary of Riverton, Draper and Bluffdale Cities; thence along the Riverton/Bluffdale City Line the following nine (9) calls: (1) Westerly along the Riverton/Bluffdale City Line to the east line of Bradbury Meadows Subdivision; (2) thence Southward along said east line of Bradbury Meadows Subdivision to the centerline of Bangerter Highway; (3) thence Westerly along said centerline of Bangerter Highway to approximately 13800 South and 2015 West; (4) thence Southerly along the Riverton/Bluffdale City Line to approximately 13950 South and 2015 West; (5) thence Westerly along the Riverton/Bluffdale City Line to approximately 2120 West; (6) thence Northerly along the Riverton/Bluffdale City Line to approximately 13870 South; (7) thence Westerly, Northerly, Westerly and Northerly along the south side of Rose Creek to the centerline of 2200 West Street; (8) thence Northward along said 2200 West Street centerline to the centerline of Bangerter Highway; (9) thence Westerly along the centerline of said Bangerter Highway to the intersection of Bangerter Highway and 2700 West Street; thence North along the center of said 2700 West Street to the centerline of 12600 South Street and the point of beginning.

2.05.030 Meeting time, place – Exceptions.

The city council shall hold at least one meeting a month, which shall be held on the first or third Tuesday of each month at 12765 South 1400 West, Riverton, which meetings shall begin promptly at 6:30 p.m., during Mountain Standard Time and at 6:30 p.m., during Mountain Daylight Time; provided, that:

(1) If the meeting date is a legal holiday, then the meeting shall be held at the same time and place above described on the next following day which is not a legal holiday.

(2) The city council may by resolution provide for a different time and place for holding regular meetings of the city council. [Amended during 2011 recodification. Code 1997 § 3-5-2.]
