2.10.010 Responsibilities of the mayor.

The mayor:

(1) Shall preside at all meetings of the city council but shall not vote, except in the case of a tie.

(2) Shall, in conjunction with the city council, appoint a city manager pursuant to Section 10-3-830, Utah Code Annotated 1953.

(3) Shall be the chief executive officer of the city and shall recommend, for the advice and consent of the city council, the appointment of appointed officers of the city.

(4) Shall represent the city in its external relationships. May delegate authority to other elected officials or the city manager to represent the city in select external relationships, with advice and consent of the city council.

(5) Shall execute and sign all bonds, notes, contracts and written obligations of the city together with such other officers as required by law or ordinance.

(6) May remit fines and forfeitures and may release any person imprisoned for violation of any city ordinance, and shall report such remittance or release to the city council at its next regular meeting.

(7) May at any reasonable time examine the books and/or the official papers of the city.

(8) May recommend for city council consideration any measure deemed to be in the best interest of the city.

(9) May call, in time of emergency, on the residents of the city over the age of 21 years to assist in enforcing the law of the state and ordinances of the city.

(10) Subject to the limitations and requirements of applicable budget appropriations, the mayor shall have the authority to appoint one employee to the position of an executive assistant, which may include responsibilities related to an analyst and/or grants coordinator, who shall perform such executive functions and duties as may be assigned to them by the mayor. The employment position shall be described as an at-will employment position and exempt from the employment-related protections described in Section 10-3-1105(1)(a) Utah Code Annotated or successor statute.
