4-4-101 Creation of Department.

There is hereby created a Buildings and Grounds Department which shall consist of a Director and such other employees as shall be provided for by the City Council.

4-4-102 Duties of Director.

The Director of Buildings and Grounds shall be responsible for maintenance of such city buildings, cemeteries, parks, and other properties as may be designated by the City Council, shall supervise the work of such employees as the City Council shall direct, and shall have such other duties as may be required of him. If no City Forester has been appointed, the Director of Buildings and Grounds shall perform the duties of City Forester.

4-4-103 Control of Cemetery.

The Director of Buildings and Grounds, under the direction of the City Council, shall have the care and control of the maintenance and operation of the City’s cemeteries. All markers, plantings, improvements or other work of any nature or description must be done under the direction and control of the Director of Buildings and Grounds. No person owning a right in a lot in a City cemetery shall plant, grade, or do any work in such cemetery except by written authority first had and obtained from the Director. The City Council and the superintendent of Buildings and Grounds, by resolution or policy, may designate the type of markers, grade of ground, plantings, and other improvements which may be made in the cemeteries.
