2.88.010 Deferred compensation plan—Adopted.

The county governing body, meeting in regular scheduled session, this sixth day of July, 1981, adopts the National Association of Counties Deferred Compensation Program and establishes the county deferred compensation plan for the voluntary participation of all eligible county employees and elected officials. 2.88.020 Administrative authority.

The county auditor is authorized to execute for the county, individual participation agreements with each employee requesting same, and to act as the “administrator” for the plan representing the county, and to execute such agreements and contracts as are necessary to implement the program. It is implicitly understood that, other than the incidental expenses of collecting and disbursing of the employees’ deferrals and other minor administrative matters, there is to be no cost or contribution by the county to the program. 2.88.030 County payroll policy.

The following establishes county payroll policy as provided by RCW 36.17.040:

A.    That a county payroll draw day be established on the twentieth day of each month;

B.    That draw pay be forty percent of the average normal monthly salary of each officer and employee;

C.    That the balance of monthly payroll shall be paid not later than the fifth day after the end of each month;

D.    That the effective date of this policy shall be November 1, 1985;

E.    That draw pay shall be optional for county employees and officers;

F.    That the initial enrollment period to sign up for draw pay for those not already on draw pay shall be from November 1st through 8th, 1985;

G.    That a permanent listed enrollment period be established each January 1st through 12th beginning in 1986 to allow employees to sign up to receive or discontinue draw pay;

H.    That the permanent monthly payday shall be not later than the fifth day after the end of each month;

I.    That payroll cutoff dates shall be the last working day of each month;

J.    That the auditor’s office shall establish the procedures for payroll policies established by the resolution codified in this section. (Res. 83-85)
