2.08.010 Office created.

There is created the Office of the City Clerk which shall be merged with the Office of the City Treasurer pursuant to the laws of the state of Washington. This office shall be filled by appointment of the City Manager. The Clerk-Treasurer shall serve without definite term at the reasonable discretion of the City Manager. (Ord. C-480, 2001)

2.08.020 Duties.

A. The Clerk-Treasurer shall keep a full and true record of every proceeding of the City Council and keep such books, accounts and make such reports as may be required by the State Auditor. The Clerk-Treasurer shall sign, record and index all ordinances, giving the number and title of the ordinance, stating that the ordinance was published and posted according to law. A record copy with the Clerk-Treasurer’s certificate shall be prima facie evidence of the contents of the ordinance and of its passage and publication, and shall be admissible as such evidence in any court or proceeding.

B. The Clerk-Treasurer shall be custodian of the seal of the City, and have authority to acknowledge the execution of all instruments by the City which require acknowledgment.

C. The Clerk-Treasurer shall perform such other duties as may be assigned or required by statute.

D. The Clerk-Treasurer shall receive and safely keep all money which is delivered to the City through the Clerk-Treasurer executing triplicate receipts, one to be filed in the Office of the Clerk-Treasurer. The Clerk-Treasurer shall receive all money due the City and to the extent authorized disburse it on checks making monthly settlement of all money received and disbursed. (Ord. C-480, 2001)

2.08.030 Qualifications.*

The City Manager shall establish qualifications for the position of Clerk-Treasurer on the basis of ability and training or experience in the duties to be performed for the City with the qualifications approved by the Mayor and City Council. (Ord. C-480, 2001)

*    Code reviser’s note: The City of Airway Heights changed from a strong mayor to a council-manager form of government in 2002. During the 2006 codification some references to Mayor were changed to City Manager in error. These errors have been corrected in the September 2008 supplement to the AHMC.

2.08.040 Salary.

The salary for the position of Clerk-Treasurer shall be provided for in the annual budget adopted by the City Council. (Ord. C-480, 2001)

2.08.050 Record keeping.

The Clerk-Treasurer shall keep all books and records of the Water Department, collect all water accounts and other funds payable to the Water Department, and perform all other duties as prescribed by Chapter 13.04 AHMC. (Ord. C-488, 2001; Ord. C-144, 1987; Ord. 50, 1961)
