3.51.010 Established.

A fund entitled “community services fund (#151)” is created and authorization given to operate said fund. (Ord. C-439, 2000)

3.51.020 Source of moneys.

Donations and other money received for the purpose of assisting participants in local recreation and assistance programs.

The City shall have the authority to decline receiving donations or performing activities should any of the following circumstances exist:

A. Inadequate levels of staffing, facilities or equipment.

B. Improper documentation or other vital resources necessary to maintain accurate records and/or accounting integrity.

C. Lack of adequate funding to complete, maintain and perform program functions effectively. In the event such a situation exists, the moneys donated for a specific purpose may be returned or may be used for other purposes as approved by those who made the donation.

D. When an apparent conflict of interest may arise. (Ord. C-439, 2000)

3.51.030 Expenditures.

This fund may be used for the following activities:

A. Assist recreation activity participants with tuition, program charges and other fees in accordance with low-income guidelines established by the administration.

B. Establish and operate a low-income assistance program for those who have demonstrated a financial hardship with regard to rising utility billing charges.

C. Other assistance programs as determined appropriate and necessary for the well-being and benefit of those in the community experiencing financial hardships when moneys have been specifically donated and designated for lawful purposes. (Ord. C-439, 2000)
