5.05.010 Application and fees for the installation of water service.

Requests for installation of a water service line shall be submitted upon an application form provided by the District, signed by the applicant, and accompanied by such fee as required by District policy. In addition, applicant shall pay connection charges when and in such amount as provided by District policy. [Amended during 2016 codification; Res. 2285 § 1, 1995].

5.05.020 Outside of District or utility local improvement district service.

The District shall not install service lines that will serve water outside of the District boundary or outside of a utility local improvement district, except on terms and conditions acceptable to the District, and only after approval of the Board of Commissioners of all “out-of-District” requests. 5.05.030 Meter and service line maintenance.

The District shall own, maintain and operate the water service connection from the main to and including the water meter, angle stop, check valve, meter setter and meter box. The customer shall own and maintain the service from the back side of the meter box to the facility served, including any valves, fittings or pressure regulators required to control water pressure to the facility served. On all new installations, the customer shall install a shutoff valve between the meter box and the facility served. [Res. 2285 § 3, 1995].

5.05.040 Meter box access.

(1) Property owners must maintain a clear area around and above water meter boxes as well as maintain a clear and accessible path to District meters as outlined below:

(A) A minimum one-foot (12-inch) clearance around the edge of the meter box and a three-foot (36-inch) clearance above the meter box are required.

(B) Any ground cover, either around the meter box or in the access pathway, shall not be greater than two inches high.

(2) If the area around the District’s meter is not properly maintained in accordance with minimum water meter clearance provisions, the District shall notify the property owner and provide 30 days’ notice that remedial action must take place. If the minimum meter clearance requirements are not achieved at the meter site following the 30-day notice, remedial action will be taken by District staff around and/or above the meter to ensure that the required meter access clearances are achieved. 5.05.050 Water meter removal and installation.

(1) If meter has been off for more than two years, the meter may be removed by the District.

(2) If meter has been off for more than two years, but less than five years, and the property owner requests a “turn-on,” the owner must pay a reinstallation charge, plus any delinquent water and sewer bill, plus interest and penalty.

(3) The amount of the charges imposed by this section shall be set according to a fee schedule adopted by the District pursuant to AWWDC 9.10.030.

(4) Any meter not in use for five consecutive years is considered a dead account, and if meter has not already been removed, then the meter may be removed by the District and property owner will be charged as follows for reinstallation:

(A) If service is desired on any reinstallation, the prevailing charge for a new meter installation, plus the delinquent water and sewer bill plus interest and penalty, shall be paid by the property owner.

(B) If the meter can be reinstalled without replacing the existing service line to the water main, and the existing service line is copper and in good condition, the amount of the charge imposed by this subsection shall be set according to a fee schedule adopted by the District pursuant to AWWDC 9.05.100.
