2.28.010 Created—Membership—Appointment—Terms.

There is created a planning commission of seven members to serve without compensation and to be known as the Battle Ground planning commission, whose members shall be appointed by the mayor and confirmed by city council. Not less than five members shall reside within the city of Battle Ground and two members may reside outside the city of Battle Ground but within the Urban Growth Area of the city of Battle Ground or may reside in Clark County and must actively own and operate a business with a physical presence of a structure inside the Battle Ground city limits.

A.    Each planning commission member shall serve for a term of four years, with their terms of office staggered. Each member shall be assigned a position. Beginning in 2011, at the time of new appointment or reappointment, Positions 1 and 2 shall serve initially two years; Positions 3, 4, and 5 shall serve three years; and Positions 6 and 7 shall serve four years. After this initial one-time appointment for each position beginning in 2011 and ending in 2012, all subsequent appointments or reappointments thereafter shall be appointed for terms of four years.

B.    In addition, the mayor, with confirmation by city council, may appoint up to three alternates, each of which can exercise all authority granted to members of the planning commission but can only exercise said authority in the absence of a regularly appointed member. Each alternate will serve for a period of two years.

C.    Any board member may be removed by the council for being absent for three consecutive regular meetings without excuse, ceasing to comply with the residential qualifications stated in subsection A of this section, convicted of a crime of moral turpitude, or failing to live up to the duties and qualifications of the planning commission members. 2.28.020 Chairman elected—Board to act as advisor.

The Battle Ground planning board shall elect a chairman and adopt regulations for the transaction of such business as may come before it; the board shall advise the city manager and council on such matters as shall be referred to it in the best interest of the city of Battle Ground. 2.28.030 Powers and duties.

In addition to such other duties and powers that may later be conferred upon it, the planning board shall adopt such rules and regulations pertaining to plats, subdivisions, and dedications as it shall see fit which are not in derogation of Battle Ground development codes.
