3.04.010 Insurance reserve fund.

There is established a fund for insurance premium stabilization into which are deposited premium refunds or settlements used to stabilize annual premium increases. (Ord. 12-09 § 1, 2012)

3.04.020 Lodging tax reserve fund.

There is established a fund for lodging taxes and to track the lawful expenditures of the tax revenue realized under Chapter 3.46 BGMC. (Ord. 12-09 § 2, 2012)

3.04.030 Parks and recreation fund—Established—Purpose.

There is established a parks and recreation fund for the acquisition of land for parks and construction and installation of park and recreation facilities including machine equipment, materials, and any other items, contractual services, engineering, utilities, and other services and facilities as may be necessary for the establishment of any parks or recreation centers, and as may be necessary for the operation thereof. 3.04.040 Capital projects fund.

There is established a fund to account for all capital projects financed by governmental grant funds as well as transfers from other funds to pay for capital projects. (Ord. 12-09 § 3, 2012)

3.04.050 Economic stabilization fund.

There is established an economic stabilization fund. It is the goal of the city to maintain sufficient resources to provide continuing level of service in years where projected revenue collection will fall below average by depositing cumulative reserves from other funds. (Ord. 12-09 § 4, 2012)

3.04.220 Storm drainage utility fund.

A.    There is created a fund to be known as the storm drainage utility fund. All revenues, assessments and other charges collected by the utility, or otherwise received for drainage purposes or attributable to the operation and maintenance of the utility, and all loans to or grants or funds received for its construction, improvement and operation, shall be deposited in the storm drainage utility fund. All disbursements for costs of planning, constructing, acquiring, maintaining, operating and improving the drainage utility facilities, whether such facilities are natural, constructed or both, and administering the utility shall be made from the storm drainage utility fund.

B.    The city may create, at such time or times as it deems appropriate, any other funds necessary to the administration of the storm drainage utility and may designate the revenues to be placed therein and the purpose or purposes of such funds which may be the same as one, some or all of the purposes designated in this section as the purposes of the storm drainage utility fund and such purposes shall then be transferred to such newly created fund. 3.04.230 Drug investigation fund.

A.    There is hereby established a drug investigation revolving fund for use in investigating criminal drug activity in the city of Battle Ground and Clark County as outlined in the Cities Interlocal Drug Agreement. This fund shall be a cumulative reserve fund and shall not lapse at the end of the fiscal year.

B.    There is hereby transferred to the drug investigation revolving fund one hundred ninety-two dollars and thirty-six cents cash on hand in the property room of the police department. It is further ordered, that from time to time by appropriate motion or resolution, there may be transferred to the drug investigation fund, such funds as may be available, and as the city council of Battle Ground shall direct.

C.    All moneys in the drug investigation revolving fund shall be in the custody of the chief of police. (Ord. 486 § 1, 1983)

3.04.270 LEOFF I medical cumulative reserve fund.

There is hereby established a cumulative reserve fund for payment of medical insurance and expenses for retiring LEOFF I employees. Said fund shall be known as the “LEOFF I medical reserve fund,” and shall not lapse at the end of the fiscal year. (Ord. 522 § 1, 1984)

3.04.410 Vehicle rental and replacement fund.

There is hereby established a vehicle rental and replacement fund providing a nonlapsing, revolving fund for the replacement of vehicles in the city’s vehicle fleet on a scheduled basis including motor vehicles for the police department. (Ord. 12-20 § 1, 2012)

3.04.420 Technology rental and replacement fund.

There is hereby created a fund to be known as the technology rental and replacement fund to provide a nonlapsing, revolving fund for computer replacement, maintenance contracts and software systems for the city of Battle Ground. (Ord. 12-21 § 1, 2012)
