12.112.010 Method designated.

All houses, residences and places of business within the city of Battle Ground shall be numbered in accordance with this chapter. All homes, buildings, residences and places of business hereafter constructed shall be assigned such number as the planning director of the city of Battle Ground shall designate with coordination from the fire department and postal service as needed. 12.112.030 Specifications for addressing single-family/duplex and accessory dwelling units.

A.    Single-Family/Duplex. Every person, occupant, owner, or householder shall cause to be affixed suitable numbers at least four inches in height with a minimum stroke width of one-half inch. The numbers shall be constructed of metal or appropriate construction based on the point of entry of such home and shall contrast with their background. Duplex units shall be assigned a separate address to each unit also based on the point of entry. The point of entry shall be determined to be either:

1.    A point on the street that is the main entry to the primary structure on the property; or

2.    A point at the driveway entrance when structure is set back beyond the abutting structures such as flag lots or extended driveways.

B.    Homes whose vehicular access is via an alley or street in the case of a double-frontage lot, shall additionally affix suitable numbers and letters to include the direction (NW, SW, etc.), street name (Main, 8th, etc.), and type of street (Avenue, Street, etc.), on the alley or double-frontage side of the home or building.

C.    For flag lots or where residences will be set back beyond the abutting residences and not clearly visible from the street, the address numbers shall be required on both the residential structure and on a monument, pole or other sign means at the point of entry to such property. This address sign must not exceed forty-two inches in height and placed outside of city right-of-way to be clearly visible from the street.

D.    Accessory Dwelling Units. Accessory dwelling units (ADU) or accessory apartments are regulated by BGMC 17.135.010 and shall be addressed as noted below:

1.    No separate address shall be issued for an accessory dwelling, instead the unit shall be addressed with the letter “A” following the address of the principle dwelling. i.e., 1234-A.

12.112.040 Violation—Penalty.

12.112.050 System of addressing of roads.

The following system of addressing and street identification is adopted for those areas of the city of Battle Ground for which said city is responsible for the issuance of addresses:

A.    The city shall be divided into quadrants by establishing a north-south baseline and an east-west baseline. The north-south baseline is Main Street and the east-west baseline is Parkway Avenue. The resulting quadrants (northeast, southeast, northwest and southwest) shall be prefixed to named or numbered roads.

B.    The quadrants above shall be further divided on the basis of twenty blocks to the mile, except in those instances where a different basis is already in effect, and the blocks so developed shall be further divided to provide an address necessary to provide continuity in addressing.

C.    The dividing lines between blocks above developed shall be numbered progressively from the block lines. Addresses located on the north and west end of block lines shall end in even numbers and those located south and east of block lines shall end in odd numbers.

D.    Roads running east and west shall be designated as “streets” and identified with the number of the nearest east-west block lines.

E.    Roads running north and south shall be designated as “avenues” and identified with the number of the nearest preceding north-south block lines.

F.    Roads running east and west between the streets shall be designated as “ways” and identified with the number of the preceding block line or street.

G.    Roads running north and south between avenues shall be designated as “places” and identified with the number of the preceding block line or street.

H.    Roads running east and west ending in a cul-de-sac or which cannot be extended shall be designated as “circles” and identified with the number of the nearest preceding east-west block line or street.

I.    Roads running north and south ending in a cul-de-sac which cannot be extended shall be designated as “courts” and identified with the number of the nearest preceding north-south block line or avenue.

J.    Roads running diagonally or irregularly in relation to the baseline shall be designated as “drives” or “roads.”

K.    Street names for Main, Parkway, Grace, Clark, Scotton Way, Eaton, Onsdorff, Rasmussen Boulevard, and Fairgrounds Avenue shall remain the same.

L.    Roads which are located on the boundaries of the city limits, on which the property on one side of the road is located within the city limits while property on the opposite side is located within Clark County, shall retain the name or number assigned by the county, if a name or number has been so assigned. Such roads which have not been assigned a name or number by the county shall be named or numbered according to this chapter.

M.    When approved by a designated hearings body, lots fronting on pedestrian-oriented streets which are public rights-of-way that are not generally open to vehicular traffic but do provide access for pedestrians, city maintenance vehicles and emergency vehicles shall be addressed off of these streets in the following manner: streets running north and south shall be designated as “path” while streets running east and west shall be designated as “common.”

N.    When approved by the city council, collector or higher designated streets per the adopted transportation plan may be assigned an alternate street name to the road addressing system identified in subsection A of this section; provided, that the street designation system based on roadway direction identified in subsections D through K of this section is met. An applicant for an alternate street name shall make a dated and signed written request to the planning director for an alternate street name that shall contain the assigned street name, the proposed alternate street name and written justification as to the basis for requesting an alternate street name. The planning director shall forward to the city council for its consideration the request for an alternate street name. 12.112.060 Numbering of roads.

Whenever possible, the streets and avenues created hereafter shall be designated by a number. The starting line for the numbering of avenues shall be Parkway Avenue. The baseline for the numbering of streets shall be Main Street. Major arterials may be named to retain local or historical meaning and may be designated as “boulevards,” “highways,” “expressways,” etc., as appropriate.

A.    Acceptable abbreviations for the type of street are as follows:

1.    Street—ST;

2.    Avenue—AVE;

3.    Way—WAY;

4.    Place—PL;

5.    Circle—CIR;

6.    Court—CT;

7.    Drive—DR;

8.    Road—RD;

9.    Path—PTH;

10.    Common—COM;

12.112.080 Specifications for numbering multi-tenant commercial/industrial and/or multiple-structure housing.

A.    An address shall be assigned to each primary structure except for situations where public safety or consistent numbering is better achieved by single addresses for multiple structures.

1.    Condominiums. A separate address shall be assigned to each building with each dwelling to be assigned a separate unit number. Addresses shall conform to the public street frontage of the condominium.

2.    Townhouses/Rowhouses. Townhouses and rowhouses each on their own separate lot shall be assigned a separate address.

3.    Apartments and multifamily development. Each complex consisting of two or more buildings shall be assigned a single street address. Individual buildings shall be assigned a letter for emergency reference only. Such letter shall not be part of the official mailing address. Each unit within the complex shall be numbered individually with no number repeating itself within the complex. In multi-level structures, ground level numbers shall be preceded by a one, second level numbers shall be preceded by a two, etc. The first unit shall be 101 and shall be assigned by city planning staff with review by the fire department and the postal service.

a.    If the number of units in a complex varies from one level or building to the next, the numbering of subsequent buildings shall continue from the highest preceding number as if all intervening numbers had been assigned to every floor.

b.    A recreation building shall be lettered but shall not be assigned a unit number unless there are two or more recreation buildings in which case a unit number shall be assigned.

c.    Directory signs depicting the site layout and listing structure address and secondary unit numbers shall be required at all public street entries to multi-tenant and/or multiple-structure complexes. Directory signs are subject to the city of Battle Ground sign code.

d.    Each unit number shall be affixed on or near the front door and designed as noted below:

i.    Each building serving multiple units shall have a placard type sign placed at the stairway or breezeway opening identifying the building letter and each unit served. Building letters and unit numbers shall comply with the standards listed below:

(A)    Address numbers shall be of the Arabic system at least ten inches in height with a minimum one-and-one-half-inch stroke.

(B)    Building letters shall be at least ten inches in height with a minimum one-inch stroke.

(C)    Apartment or unit numbers shall be four inches with a minimum one-half-inch stroke.

(D)    Lettering and numbering shall contrast with their background.

4.    Mobile Home Parks. A primary street address shall be assigned to a mobile home park. Space numbers beginning with No. 1 shall be assigned to individual units within the complex.

a.    Directory signs depicting the site layout are required at all public street entries and are subject to the city of Battle Ground sign code.

5.    One Organization with Multiple Structures on a Single Parcel. Multiple structures that house a single business, school, or other organization shall be assigned a single street address based on the main driveway location. Each building shall be assigned a letter for emergency location purposes only and designed as noted in subsection (A)(7) of this section.

a.    Directory signs depicting the site layout are required at all public street entries and are subject to the city of Battle Ground sign code.

6.    Multi-Tenant Structures with Flex-Space Floor Plans. Each structure or primary unit shall be assigned an address by the city of Battle Ground planning staff. When access to tenants is from individual outside entrances, staff shall assign a range of numbers to accommodate potential spaces. A master plan for addressing a complex may be created at the discretion of the city and upon approval of the fire department.

a.    Addresses for individual tenant spaces shall be assigned by the planning staff at the time of building permit application. The city shall coordinate with the building and fire departments as necessary when assigning individual tenant spaces.

b.    Number designations shall be in chronological order but need not be consecutive. Numerical spaces must be skipped to allow for future development and modification within the structure.

c.    In multi-level structures, ground level numbers shall be preceded by a one, i.e., 101; second level numbers shall be preceded by a two, i.e., 201, etc. Suite numbers shall not repeat themselves.

d.    Directory signs which list structure address, secondary unit number, and business name are required at all public street entries to multi-tenant complexes and are subject to the city of Battle Ground sign code.

e.    Multi-tenant addresses shall usually be assigned off the main driveway entrance. In the case of a linear development parallel to a street, the addresses may be assigned based on the tenant building front door location upon approval from the fire department.

7.    For commercial/industrial development the following shall apply:

a.    Building address shall be of Arabic numbers at least ten inches in height with a minimum of one-and-one-half-inch stroke.

b.    Affixed to be visible from the street or road fronting the property and in clear view, unobstructed by trees or shrubs. Where required by the fire code official, address numbers shall be provided in additional approved locations to facilitate emergency response.

c.    Address numbers shall contrast with their background.

d.    Buildings with access from a street other than the original addressing street shall have the street name added to the address number.

e.    Building letters shall be at least eight inches in height with a minimum of one-inch stroke and placed to be visible on both the street facing elevation(s) and point of entry to building. (Ord. 17-04 § 1 (part), 2017: Ord. 96-810 § 1, 1996)
