2.98.005 EXTENSION OF RELIEF PROVISIONS.

The City of Bremerton extends the relief provisions of RCW 41.24 to Bremerton Police Reserve Officers, pursuant to RCW 41.24.400. (Ord. 4669, Added, 11/05/1999)

2.98.010 ESTABLISHED.

There is established a Bremerton Reserve Officer Board of Trustees, hereinafter referred to as the "Reserve Officer Board", which shall administer the relief provisions of RCW 41.24 extending to City of Bremerton reserve officers specified medical, death, and disability benefits made necessary from death, sickness, injury, or disability arising in the performance of reserve officer duty. 2.98.020 MEMBERSHIP AND TERMS OF OFFICE.

(a)    The Reserve Officer Board shall consist of the following five members:

(1)    The Mayor, or designee

(2)    One member of City Council, or designee

(3)    The City Clerk

(4)    The Police Chief

(5)    One reserve officer, elected by Bremerton reserve officers

(b)    Terms of appointment for the members identified in (1) and (2) shall continue until successors have been designated. The reserve officer member shall serve for one year after election by Bremerton reserve officers. In the event that an elected reserve officer is unable to complete the elected term, a successor shall be elected as soon as feasible. (Ord. 4669, Added, 11/05/1999)

2.98.030 SALARIES AND PERSONAL EXPENSES.

The members of the Reserve Officer Board shall receive no salaries or other remuneration for their services in such capacity, and shall not be entitled to personal expenses incurred by them in the discharge of their official duties, except when such expense is first authorized and approved in advance by the Mayor. 2.98.040 OFFICERS.

The Reserve Officer Board shall elect a chairman and vice chairman by a simple majority of the members present. The officers so elected shall serve for a term of one year. Thereafter annually, new officers shall be elected by the Reserve Officer Board and shall serve until their successors are elected. A vacancy in any position of any office of the Reserve Officer Board shall be filled by a vote of a simple majority of the members present. (Ord. 4669, Added, 11/05/1999)

2.98.050 RULES OF PROCEDURE.

Any action to be taken by the Reserve Officer Board shall require the concurrence of a simple majority of the members qualified to vote. (Ord. 4669, Added, 11/05/1999)

2.98.060 COMPLIANCE WITH CODE OF ETHICS.

The Reserve Officer Board shall comply with the city code of ethics ordinance codified as Chapter 2.96. (Ord. 4669, Added, 11/05/1999)

2.98.070 DUTIES AND RESPONSIBILITIES.

The Reserve Officer Board shall have the following specific functions:

(a)    Provide for the enrollment of all Bremerton reserve officers under the relief provisions of RCW 41.24, the Volunteer Fire Fighters’ and Reserve Officers’ Relief and Pension Principal Fund

(b)    Initially hear and decide all applications for relief

(c)    Pass on all claims and direct payment thereof from the Washington State Volunteer Fire Fighters’ and Reserve Officers’ Relief and Pension Principal Fund created under RCW 41.24 to those entitled thereto

(d)    Provide for the payment of the annual fee for each reserve officer enrolled under the relief provision of the Washington State Volunteer Fire Fighters’ and Reserve Officers’ Relief and Pension Principal Fund

(e)    Keep a public record of all proceedings and of all receipts and disbursements made by the Reserve Officer Board

(f)    Make an annual report of its expenses and disbursements with a full list of the beneficiaries

(g)    Make all required reports to the State Board for Volunteer Fire Fighters and Reserve Officers.

2.98.080 MEETINGS.

The Reserve Officer Board shall meet on the call of its chair on a regular monthly meeting day when there is business to come before it. The chair shall be required to call a meeting on any regular meeting day at the request of any enrolled reserve officer or his or her beneficiary claiming relief. (Ord. 4669, Added, 11/05/1999)

2.98.090 NON-PARTICIPATION IN THE RETIREMENT PENSION PROVISIONS OF RCW 41.24.

The City shall not provide retirement pension benefits to its reserve officers under the provisions of RCW 41.24 and the Reserve Officer Board has no authority to administer any retirement pension provisions of that chapter. (Ord. 4669, Added, 11/05/1999)
