10.12.010 Designated.

Subject to the authority of the Director of Highways to install, operate, maintain and control traffic, the following streets of the city are designated as stop streets at which the operators of motor vehicles, bicycles or any conveyance shall bring the vehicle to a complete stop prior to proceeding:

A.    Four-way stop at Fourteenth and Douglas Street;

B.    Four-way stop at Fourteenth and Foster Avenue;

C.    Two-way stop at Twelfth and Foster Avenue for northbound and southbound traffic;

D.    Two-way stop at Seventeenth and Douglas Street for eastbound and westbound traffic;

E.    Two-way stop at Seventeenth and Tacoma Street for eastbound and westbound traffic;

F.    Two-way stop at Ninth and Columbia Avenue for northbound and southbound traffic;

G.    Two-way stop at Nineteenth and Monroe;

H.    Two-way stop at Twenty-first and Monroe;

I.    Two-way stop at Tacoma Street and Twenty-first;

J.    One-way stop at Twelfth and Douglas for southbound traffic;

K.    One-way stop at Seventh and Fairview for eastbound traffic;

L.    One-way stop at Twenty-fourth and Monroe for westbound traffic on Monroe;

M.    One-way stop at Twentieth and Monroe;

N.    One-way stop at Twentieth and Fisk;

O.    Intersection of Thirteenth at Fairview;

P.    Intersection of Twenty-second at Columbia Boulevard;

Q.    One-way stop at Raymond and Sixteenth;

R.    Four-way stop at Twelfth Street and Fairview Avenue;

S.    One-way stop at Tacoma Avenue and 14th Street for westbound traffic on Tacoma;

10.12.020 Additions or deletions authorized.

In the future the city council is authorized to add additional stop streets to those provided for in Section 10.12.010 or to delete any of the stop streets when the necessity therefor is shown. Such additions or deletions may be made by resolution duly passed by the council and approved by the mayor. (Ord. 125 § 8, 1953)

10.12.030 Unauthorized signs and devices resembling official devices prohibited—Exception.

A.    No person shall place, maintain or display upon or in view of any highway any unauthorized sign, signal, marking or device which purports to be or is an imitation of or resembles an official traffic-control device or signal, or which attempts to direct the movement of traffic, or which hides from view or interferes with the effectiveness of any official traffic-control device, or sign or signal; and no person shall place or maintain nor shall any public authority permit upon any highway any traffic sign or signal bearing thereon any commercial advertising. This shall not be deemed to prohibit the erection upon private property adjacent to highways of signs giving useful directional information and of a type that cannot be mistaken for official signs.

B.    Every such prohibited sign, signal or marking is declared to be a public nuisance and the authority having jurisdiction over the highway is empowered to remove the same or cause it to be removed without notice. (Ord. 125 § 3, 1953)

10.12.040 Stop required before entering or crossing roadway or sidewalk.

It is unlawful for the operator of a vehicle to emerge from any alley, driveway, building exit, private way to private property, or from off the roadway of any public highway onto the roadway of a public highway or across a sidewalk or into the sidewalk area extending across any such alley, driveway, building exit, private way, or private property without bringing such vehicle to a full stop and yielding the right-of-way to all pedestrians upon such sidewalk and all vehicles upon such public highway. 10.12.050 Backing out of alley prohibited—Exception.

No vehicle shall back into or out of an alley, except when same is obstructed. (Ord. 125 § 5 (part), 1953)

10.12.060 Speed limits for entering street at point other than intersection and operation of vehicle in alley.

No driver shall enter any street at any point other than a street intersection at a rate of speed exceeding five miles per hour, nor operate a vehicle in excess of fifteen miles per hour in any alley. (Ord. 125 § 5 (part), 1953)

10.12.070 Exemptions.

The provisions of this chapter shall not apply to authorized emergency vehicles, which shall include police cars, state patrol cars, ambulances or doctor’s cars when on official business and urgent calls. (Ord. 125 § 7, 1953)

10.12.080 Violation deemed misdemeanor.

Every person violating this chapter is guilty of a misdemeanor. (Ord. 125 § 9, 1953)
