2.04.010 Regular meetings.

The regular sessions of the city council shall be held in the Multipurpose Center, 811 Main Street, Buckley, Washington, on the second and fourth Tuesdays in each and every month at 6:00 p.m. As necessary to address emergency situations, the city council may by ordinance or resolution change the meeting location. The city council may also by ordinance or resolution hold meetings remotely by phone or by other technological device when and to the extent authorized by state law. As necessary to address emergency situations, the ordinances and resolutions required by this section can be passed at the new meeting location or the first authorized remote meeting as the first order of business. No ordinance or resolution shall be necessary for a change in location or to hold meetings remotely when mandated by state law, including a Governor’s proclamation. To the extent that circumstances reasonably permit, the city clerk shall provide reasonable notice of any change in meeting location, including posting on the door of the Multipurpose Center, posting on the city’s website and providing notice in the meeting agenda. 2.04.015 Robert’s Rules of Order.

(1) The current edition of Robert’s Rules of Order, Revised, shall govern the deliberations of the council except when in conflict with other applicable law.

(2) Amendment or Suspension. The provisions of this section may be altered, amended, or temporarily suspended by a vote of two-thirds of the members present as consistent with applicable law. (Ord. 02-23 § 1, 2023).

2.04.020 Mayor pro tem – Appointment – Term.

(1) The city council shall appoint a member of the council to act as mayor pro tem in the absence of the mayor of the city, for a period of two years, as set out under RCW 35A.12.065.

(2) The person appointed shall be named in the minutes of the council meeting at which he or she was appointed. (Ord. 946 §§ 1, 2, 1978).

2.04.030 Consent agenda – For routine business.

When the city administrator and/or mayor determine that any item of business requires action by the council that is of a routine and noncontroversial nature, they may cause such item to be presented at a regular meeting of the council as a part of a consent agenda. Items which shall be permitted on a consent agenda include, but are not limited to:

(1) Approval of minutes;

(2) Payment of the bills;

(3) Reports of information for council;

(4) Resolutions;

(5) City treasurer’s and other reports;

(6) Setting dates for public hearings/meetings;

(7) Transfer vouchers; and

(8) Ordinances. (Ord. 06-15 § 1, 2015; Ord. 12-93 § 1, 1993).

2.04.040 Consent agenda – Agenda – Introduction.

The consent agenda shall be introduced by a motion “to approve the consent agenda” and shall be considered by the council as a single item. (Ord. 12-93 § 2, 1993).

2.04.050 Consent agenda – No debate.

There shall be no debate or discussion by any member of the council regarding any item on the consent agenda, beyond asking questions for simple clarification. (Ord. 12-93 § 3, 1993).

2.04.060 Consent agenda – Removal.

On objection by any member of the council to inclusion of any item on the consent agenda, that item shall be removed from the consent agenda forthwith. Such objection may be recorded at any time prior to the taking of a vote on the motion to approve the consent agenda. All such items shall be considered individually, in the order in which they were objected to, immediately following consideration of the consent agenda. (Ord. 12-93 § 4, 1993).

2.04.070 Consent agenda – Approval.

An affirmative vote on the motion to approve the consent agenda shall be fully equivalent to approval, adoption or enactment of each motion, resolution, ordinance, or other item of business thereon, exactly as if each had been acted upon individually. Where an ordinance is included on the consent agenda for final passage, the motion to approve the consent agenda shall be by roll-call vote of councilmembers present and voting.
