3.05.010 Adoption of Human Resources Policies and Procedures Manual.

The board adopts and approves for use the employee handbook and incorporated by this reference (the “manual”). The policies and procedures set forth in the manual, as may be amended from time to time, shall apply to all existing and future employees of Cascade. All Cascade resolutions, policies and procedures which are inconsistent with the policies and procedures set forth in the manual are hereby superseded, rescinded and modified to be in accordance with the policies, terms and conditions set forth in the manual. 3.05.020 Personnel administration.

The CEO shall be responsible for the supervision and management of all Cascade employees in accordance with the manual, federal, state and local law, and other applicable policies of Cascade. The CEO, in the CEO’s sole discretion, may delegate to department heads and other supervisory personnel responsibility for supervision and management of Cascade employees. [Res. 2008-19 § 2].

3.05.030 Policy authority delegated.

The board authorizes and directs the CEO to make minor amendments to those policies and procedures set forth in the manual as may be necessary and/or advisable, in the CEO’s discretion, and with written concurrence of the board chair, for the efficient and effective administration of human resources by Cascade, including but not limited to “housekeeping” amendments such as those necessary to correct errors, to reflect changes to social norms in gender or family reference, to reflect changes in adopted Cascade-wide policy, or to reflect changes in law to which Cascade is subject; provided that the Board shall be informed of any housekeeping amendments at the next Board meeting; and provided further, that proposed amendments that may affect Cascade’s budget or any procedural rights or benefits afforded to employees by the manual shall be submitted to the board for approval. Any amendments made by the CEO shall be in writing, shall be attached to or otherwise incorporated into the manual, and shall be distributed to Cascade employees. 3.05.040 Policy authority retained.

The board retains its authority to adopt, implement and amend personnel policies or procedures included in the manual. Whenever it is unclear as to whether a proposed amendment may affect Cascade’s budget or procedural rights or benefits afforded to employees, the CEO shall refer such amendment to the board for approval. [Res. 2008-19 § 4].

3.05.050 Amendment of Human Resources Policies and Procedures Manual.

The board amends Cascade’s Human Resources Policies and Procedures Manual (manual) to include provisions for the granting of employee merit pay increases, to apply to all existing and future employees of Cascade and further amends that provision to clarify the level of the increase an employee could receive after a performance evaluation. 3.05.060 Amendment of Human Resources Policies and Procedures Manual – Out of state travel.

The board amends the manual to require CEO approval for employee out of state travel, to apply to all existing and future employees of Cascade. [Res. 2010-23 § 1].

3.05.070 Amendment of Human Resources Policies and Procedures Manual – Outside professional work.

The board amends the manual to include provisions on outside professional work, to apply to all employees of Cascade. [Policy dated 12/18/13].

3.05.080 Amendment of Human Resources Policies and Procedures Manual – Policy Regarding Text Messaging.

The board amends the manual to include the Cascade Water Alliance Personnel Policy and Public Records Act Implementation Policy Regarding Text Messaging. [Res. 2016-01 § 1].

3.05.090 Amendment of Human Resources Policies and Procedures Manual – Policy Regarding Wellness Program.

The board amends the manual to include the Cascade Water Alliance Wellness Program Policy. [Res. 2017-12 § 3].

3.05.100 Amendment of Human Resources Policies and Procedures Manual – Modification to the Wellness Program, Sick Leave, and No Smoking Policy.

The board amends the manual to allow employee participation in the Wellness Program, augment Sick Leave benefits, and modify the No Smoking policy, to apply to all current and future employees of Cascade. [Res. 2018-08 § 2].

3.05.110 Amendment of Human Resources Policies and Procedures Manual – Modification to Performance Evaluation, Employee Benefits, and Standards of Conduct.

The board amends the manual to modify the timing of performance evaluations and include provisions concerning an employee transit benefit, telecommuting, workplace fire safety, workplace violence, and use of wireless technology while driving. [Res. 2019-08 § 2].

3.05.120 Amendment of Human Resources Policies and Procedures Manual – Modification to Standards of Conduct and Expense Reimbursements.

The board amends the manual to address safe working conditions, healthy food, and per diem meal rates. [Res. 2020-05 § 2].

3.05.130 Amendment of Human Resources Policies and Procedures Manual – Modification to Paid and Unpaid Leave and Standards of Conduct.

The board amends the manual to address unpaid sabbatical leave and Cascade’s Code of Ethics. [Res. 2021-07 § 2].

3.05.140 Amendment of Human Resources Policies and Procedures Manual – Salary Schedule and Annual Budget.

The board amends the manual to address the Chief Executive Officer’s preparation of a Salary Schedule and such schedule’s role in the annual budgeting process. [Res. 2022-14 § 1].

3.05.150 Amendment of Human Resources Policies and Procedures Manual – Modification to Paid and Unpaid Leaves.

The Board amends the Manual to add Juneteenth as an observed holiday. [Res. 2023-04 § 2].

3.05.160 Amendment of Human Resources Policies and Procedures Manual – Modifications to Employment Status and Policies (III), Compensation (IV), Employee Benefits (V), and Paid and Unpaid Leave (VI), and Standard of Conduct (VII).

The Board amends the Manual to clarify the terms for staff who are employed on a temporary basis. [Res. 2023-03 § 2].
