REDUCED UTILITY RATES FOR LOW INCOME SENIOR CITIZENS AND LOW INCOME DISABLED PERSONS

As authorized by RCW 74.38.070, qualifying low income senior citizens and low income disabled persons residing in the city limits are entitled to a utility rate reduction for sewer service and water service as those rates are set forth in resolutions approved from time to time by the city council under the authority of this title. The definitions of “low income senior citizen” and “low income disabled citizen” for purposes of qualifying for the utility discount rates shall be set forth in a resolution from time to time by city council. Each individual must show proof of eligibility at the time of application. Only one discount shall be allowed per household. 13.20.020 Utility rate reduction.

A. In order to receive the utility rate discounts authorized by this chapter, the low income senior citizen or low income disabled citizen must own or rent the premises served by the utilities, and must be the utility customer for purposes of payment of utility fees and charges.

B. A utility rate reduction shall be applied to the residential monthly utility bills of qualified low income senior citizens and low income disabled citizens, in accordance with the terms of this chapter.

C. Applicants deemed qualified by the city clerk shall be billed for city water and sewer services as follows:

1. Water. To be established by city council resolution.
