15.08.010 Watershed defined.

For the purposes of this chapter, the watershed of the water supply of the city shall be deemed and held to be and to include any and all lands, waters and watercourses the natural drainage of which is towards and into the north fork of the Newaukum River above the intake dam of the city located in the south half of Section 20, Township 14 North, Range 1 East of the Willamette Meridian, in Lewis County, Washington, and the words “watershed of the city of Centralia,” wherever used in this chapter, shall be deemed and held to include and mean the above described lands, waters and watercourses and the whole thereof. (Ord. 336 § 1, 1914).

15.08.020 Pollution of water prohibited.

No person shall deposit or suffer to be deposited in, or upon the banks of any spring, well, stream, river or lake within the watershed of the city any offal from or the dead body of any animal or any other matter or thing whatever dangerous or deleterious to health, or any matter or thing which may or could pollute the waters of such spring, well, stream, river or lake. (Ord. 336 § 2, 1914).

15.08.030 Sanitary requirements.

No person shall deposit, or suffer to be deposited in, or within a distance of two hundred feet of any spring, well, stream, river or lake within the watershed of the city any human or other excrement or urine. (Ord. 336 § 3, 1914).

15.08.040 Toilet facility requirements for employees or campers in watershed.

Whenever more than two human beings are employed by any person, firm or corporation within the watershed of the city for any purpose for a period of more than three days at, or immediately adjacent to, any particular location within such watershed the employer, if any, and otherwise the men doing the work, shall provide a toilet of such a character that the vault or receptacle wherein excrement or urine is deposited shall be watertight, and such toilet shall be not less than two hundred feet from any spring, well, stream or lake within the said watershed and at a place convenient to the employees or persons engaged upon work, who shall thereafter use such toilet exclusively and the human excrement therein shall, whenever the disposal thereof shall be necessary, be thoroughly disinfected by the addition thereto of at least five pounds of quick lime or one pound of chloride of lime to each such vault or receptacle, and the contents thereof shall be buried not less than three hundred feet from any stream, spring, well or lake in said watershed not less than twelve or more than twenty-four hours after the addition of such disinfecting agent. The provisions of this section shall also apply to persons camping upon said watershed. (Ord. 336 § 4, 1914).

15.08.060 Penalty for violations.

Any person violating any of the provisions of this chapter shall be deemed guilty of a misdemeanor and upon conviction thereof shall be punished by a fine of not exceeding one hundred dollars or by imprisonment for a period not exceeding thirty days in the city jail, in the discretion of the court.
