19.44.010 Requirements.

A.    The following improvements shall be installed at the expense of the subdivider in accordance with city requirements:

1.    Streets;

2.    Storm sewers;

3.    Sanitary sewers;

4.    Water distribution lines;

5.    Sidewalks;

6.    Street name signs and streetlights;

7.    Curbs and gutters; and

8.    Underground power.

B.    Other public improvements installed at the option of the subdivider shall conform to city requirements. (Ord. 2158 § 1 (part), 2005).

19.44.020 Streets.

A.    All streets and alleys within the subdivision and those streets and alleys contiguous to or partially within the subdivision shall be improved to city standards.

B.    All streets shall be constructed to city standards in conformance with the Centralia Municipal Code including but not limited to Chapter 18.10 CMC, the Design and Development Guidelines adopted by reference, and Chapter 18.04 CMC, adopting by reference the International Fire Code for permanent street and alley construction. Upon completion of the street improvement, monuments shall be re-established and protected in monument boxes at every street intersection and all points of curvature and points of tangency of street centerlines.

C.    The developer shall install all traffic control devices required by the Manual on Uniform Traffic Control Devices, Street Name Signs, and Pavement Markings published by MUTCD, 1988 Edition, U.S. Department of Transportation, Federal Highway Administration and any subsequently adopted additions or deletions. A traffic control plan shall be submitted to the city engineer for review and approval at the time of preliminary plat review. (Ord. 2158 § 1 (part), 2005).

19.44.030 Surface drainage and storm sewer system.

A.    Drainage facilities shall be provided in conformance with the Centralia Municipal Code at the expense of the developer. (Ord. 2158 § 1 (part), 2005).

19.44.040 Sanitary sewers.

A.    Sanitary sewers shall be installed in the corporate city limits and urban growth area to serve the subdivision and to connect the subdivision to existing mains in compliance with Chapter 15.10 CMC.

B.    Size, slope and type of sewer pipe material shall be in accordance with plans and specifications of the city of Centralia. The subdivider shall pay for the necessary inspection by the city. Design shall take into account the size of pipe and grade elevation to allow for desirable extension beyond the subdivision. (Ord. 2158 § 1 (part), 2005).

19.44.050 Water system.

A.    Water lines and fire hydrants serving the subdivision and connecting the subdivision to city mains shall be installed.

B.    Materials, size and location of water mains shall be in accordance with Chapter 18.10 CMC, the Design and Development Guidelines as adopted by the ordinance codified in Chapter 18.10 CMC. The subdivider shall pay for the necessary inspection by the city. Design shall take into account provisions for extension beyond the subdivision and to adequately grid the city water system. 19.44.060 Street improvements.

A.    Street improvements are required in all residential subdivisions, short subdivisions and residential binding site plans with a zoned density that equals or exceeds two dwelling units per acre and in all commercial subdivisions and binding site plans.

1.    Exceptions.

a.    Street improvements may be deferred to a later date only in residential zones, and the short plat or large lot contains no more than four lots, irrespective of lot size, and the sidewalk is not contiguous on any side of the project boundaries, and when the developer executes an L.I.D. waiver of protest agreement for construction of street improvements; or

b.    Street improvements may be deferred to a later date in any residential zone wherein there are existing nonconforming sidewalks, curbs, and gutters, and when the developer executes an L.I.D. waiver of protest agreement for construction of street improvements; or

c.    Street improvements are not required for those properties located in the M-2 industrial zone classification.

B.    Street improvements shall be installed on all streets within and contiguous to the subdivision.

C.    All street improvements shall be constructed to city standards and at grades approved by the city engineer. (Ord. 2174 § 3, 2006: Ord. 2158 § 1 (part), 2005).

19.44.070 Street name signs.

Street name signs shall be installed at all intersections according to city standards. (Ord. 2158 § 1 (part), 2005).

19.44.080 Streetlights.

Streetlights shall be installed according to city standards. (Ord. 2158 § 1 (part), 2005).

19.44.090 Other.

A.    Curb cuts and driveway installation are required of the subdivider and shall be according to city standards.

B.    Street tree planting is not required of the subdivider but, if planted, shall be according to city requirements and of a species compatible with the width of planting strip. (Ord. 2158 § 1 (part), 2005).
