2.04.010 Regular meetings.

A. City Council Meetings. Regular city council meetings shall be held on the second and fourth Tuesday of the months January through and including November of each year. In December of each year, regular city council meetings shall be held on the third Tuesday of the month. Each regular city council meeting shall begin at six p.m. at City Hall, 135 East Johnson, Chelan, Washington, unless otherwise noticed.

B. City Council Workshops. Regular city council workshops shall be held on the first Tuesday of each and every month at four p.m. at City Hall, 135 East Johnson, Chelan Washington, unless otherwise noticed. The city council, at any workshop, may study, discuss and debate among themselves and city staff such items as are on the workshop agenda, and may take formal action or receive public comments or testimony regarding workshop agenda items.

C. Special Meetings. Any meeting of the city council held on a day other than the regular meeting days set forth in this section shall be a special meeting of the city council and the meeting shall be called and notice shall be given as required in Section 2.04.020 and RCW 42.30.080, as the same exist now or may be hereafter amended. 2.04.020 Special meetings.

Special meetings of the city council may be called by the mayor or any four members of the city council by written notice delivered to each member of the council at least twenty-four hours before the time specified for the proposed meeting. In addition, the provisions of RCW 42.30.080 as the same exists now or may be hereafter amended must be complied with by the city. 2.04.030 Executive sessions.

Executive sessions may be held during a regular or special meeting of the city council in the manner and for the purposes described in RCW 42.30.110 as the same exists now or may be hereafter amended and as otherwise provided by applicable statutory or case law. 2.04.040 Place of meeting.

All meetings of the council shall be held in the Chelan City Hall located at 135 East Johnson Avenue, Chelan, Washington, unless the council by a majority vote shall agree to conduct any meeting at some other designated place and notice of the place of the meeting has been provided as is required for a notice of special meeting as set forth in Section 2.04.020. All final actions on resolutions and ordinances must take place within the corporate limits of the city. (Ord. 1252 § 2, 2002: Ord. 1014 § 3, 1995: Ord. 496 § 4, 1975).

2.04.050 Mayor to preside over meetings.

A. The mayor shall preside over all meetings of the city council, when present, but shall have a vote only in the case of tie in the votes of the councilmembers with respect to matters other than the passage of any ordinance, grant, or revocation of franchise or license, or any resolution for the payment of money.

B. In the absence of the mayor, a mayor pro tempore appointed by affirmative vote of the majority of the members of the city council shall preside over the meetings.

C. In the absence of the mayor and the mayor pro tempore, the remaining members of the council may appoint a councilmember to preside over the meeting.

D. Service as mayor pro tempore or as a councilmember presiding over a meeting shall not in any way abridge a councilmember’s right to vote on matters coming before the council at any such meeting. (Ord. 1014 § 4, 1995: Ord. 496 § 5, 1975).

2.04.060 Quorum.

At all meetings of the council a majority of the councilmen shall constitute a quorum for the transaction of business, except that the passage of any ordinance, grant or revocation of franchise or license, and any resolution for the payment of money shall require the affirmative vote of at least a majority of the whole membership of the council. (Ord. 496 § 6, 1975).

2.04.070 Forfeiture of office.

A councilman shall forfeit his office if he fails to attend three consecutive regular meetings of the council without being excused by the council. (Ord. 496 § 7, 1975).

2.04.080 Number of members.

The council of the city shall consist of seven members. (Ord. 786 § 2, 1986).

2.04.090 Smoking prohibited at council meetings.

All smoking in the Chelan City Hall Council Chambers is prohibited during city council meetings. (Ord. 754 § 1, 1985).
