4.18.010 Authority.

The board of Chelan County commissioners has the authority to impose a fee upon the solid waste collection services of a certified solid waste collection company operating within the unincorporated areas of Chelan County pursuant to RCW 36.58.045. (Res. 2019-65 (part), 5/21/19).

4.18.020 Use of funds.

On December 17, 2017, the board of Chelan County commissioners adopted the Chelan County Solid Waste Management Plan, and the plan recommends the imposition of a solid waste collection fee upon solid waste collection companies operating within the unincorporated areas of Chelan County, and pursuant to recommendations contained in the Chelan County 2017 Solid Waste Management Plan, Chelan County proposes the imposition of a solid waste collection fee shall fund the administration and planning expenses as required in RCW 70.95.090. 4.18.030 Amount.

The solid waste collection fee imposed upon each certified solid waste collection company operating within the unincorporated areas of Chelan County shall be in an amount equal to five percent of each certified solid waste collection company’s annual gross revenues generated from operations within the unincorporated areas of Chelan County, excluding pass-through disposal fees, recycling revenues, and before state refuse collection tax. for the twelve-month period beginning January 1st through December 31st of each year. 4.18.040 Revenue reporting—Billing and collection of fee.

Each certified solid waste collection company operating within the unincorporated areas of Chelan County shall report the annual revenue defined above to Chelan County by February 28th of each year, and the solid waste collection fee assessed on the previous year, shall be invoiced quarterly in equal installments on March 31st, June 30th, September 30th, and December 31st. The solid waste collection fee shall be billed and collected by the Chelan County treasurer, and amounts invoiced are due and payable thirty days from invoice date, and delinquent payments shall be assessed penalties and interest. 4.18.050 Imposed.

The board of Chelan County commissioners does hereby impose a solid waste collection fee upon each solid waste collection company operating within the unincorporated areas of Chelan County, in an amount equal to five percent of each certified solid waste collection company’s annual gross revenues generated from operations within the unincorporated areas of Chelan County, excluding pass-through disposal fees, recycling revenues, and before state refuse collection tax, for the twelve-month period beginning January 1st through December 31st of each year and shall notify the Washington Utilities and Transportation Commission and the affected solid waste collection companies of the amount of the fee ninety days prior to its implementation pursuant to RCW 36.58.045(2).
