(a)    The following rate structure is established at the Manson Landfill to become effective April 1, 1992:

(b)    The Manson Landfill operator’s fee shall be set at six hundred eighty-five dollars per month. 4.20.030 Rates for Dryden.

(a)    A two-dollar surcharge per cubic yard dumped at Dryden shall be collected by Eastmont Development, Inc. in addition to their fee, and remitted to the county on a monthly basis.

(b)    The amount collected from the surcharge at Dryden shall be reserved for costs related to the construction of the transfer station, or other major capital improvements relating to solid waste disposal and any other solid waste needs as defined by the county commissioner.

(c)    The following rates are increased as a result of increased disposal costs for the transfer station and exclusive of the Washington State solid waste collection tax. The disposal fees at the Dryden Transfer Station shall be amended as follows and will become effective the first day of June, 2022:

(d)    As provided for in the agreement (between Chelan County and Eastmont Development Company, Inc.) to operate the Chelan County transfer system at Dryden, the intended destination for wastes transported from the transfer station shall be Eastmont Development Landfill, in Douglas County. When the disposal fee at the landfill or its replacement is changed from the currently posted charge, the unit charge in rate shall be reflected directly, up or down, in the disposal fee at the transfer station. In addition, the rates and charges set forth above exclusive of surcharge disposal fees at the landfill shall be amended effective the first day of March of each succeeding year hereafter according to the change in the Consumer Price Index for the Seattle Area published by the Department of Labor Statistics. 4.20.040 Rates for North Chelan Transfer Station.

The following rate schedule shall apply to all solid waste disposals at the North Chelan Transfer Station, said schedule to be effective September 19, 2022:
