CONSTRUCTION SPECIFICATIONS—ROADS AND BRIDGES

8.24.010 Specifications adopted.

All construction work performed by the Chelan County public works department by the contract method or by force account shall be according to the current edition of the Standard Specifications for Road, Bridge and Municipal Construction, English Units, published by the Washington State Department of Transportation and the American Public Works Association, under No. M41-10. (Res. 2014-19, 2/4/14).

8.24.020 Private road standards.

Private roads will meet the following standards:

(1)    Private roadways will not be recommended in subdivisions where individual lot sizes are less than five acres or where more than ten lots are to be served by the road. A public road to the subdivision will be required;

(2)    Minimum right-of-way, sixty feet; additional right-of-way may be required if cuts and fills are necessary;

(3)    Maximum grade, ten percent;

(4)    Minimum usable road surface, twenty feet;

(5)    Alignment, grading, ballasting, drainage, etc., to be as directed by the Chelan County engineer, which requirements may be less than the then applicable county road standards;

(6)    Private roads shall be clearly identified as such on the final plat;

(7)    A sign readily visible to anyone using the private road, twelve inches high by twenty-four inches wide, and having black lettering on a white background, bearing the words, “PRIVATE ROAD, NOT MAINTAINED BY CHELAN COUNTY”;

(8)    All property conveyance instruments to clearly state the existence of private roads;

(9)    Bridges shall be constructed to meet the approval of the Chelan County engineer;

(10)    Private roadways shall be constructed so as to minimize flooding on adjacent property;

(11)    All deadend roads shall terminate in a cul-de-sac having a minimum of fifty feet radii;

(12)    The provisions for maintenance of private roads shall be clearly stated on the final plat, and shall be to the satisfaction of the Chelan County planning commission and the board of county commissioners;

(13)    Owners must bear the cost of improving private roads to Chelan County’s road standards before they will be accepted into the county’s road system. (Res. 85-G, November 12, 1973 at Vol. E page 92).
