CONSTRUCTION/IMPROVEMENTS

12.10.010 Applicability.

Land divisions which require improvement/construction shall meet the requirements of this chapter. All land division shall be reviewed under this title for all applicable requirements. (Res. 2010-68 (Exh. A) (part), 7/13/10).

12.10.020 Improvements—Construction.

Title 15 provides the criteria for each of the following. After preliminary approval has been granted, construction of improvements prior or subsequent to final approval as a condition to meeting requirements shall proceed as follows:

(1)  For public roads, complete construction drawings, specifications and related materials shall be submitted to the administrator and/or county engineer for review and approval prior to the commencement of construction. For both public and private roads the submitted drawings and specifications shall be designed and stamped by a Washington State registered civil engineer. Construction drawings shall be in conformance with the conditions, if any, of preliminary approval and applicable county standards.

(2) For public roads, construction of improvements shall not be initiated without authorization by the county. The county shall authorize the developer to proceed with construction after approval of the construction drawings and specifications by the appropriate county departments.

(3) For public roads, any changes to the construction drawings or specifications shall be reviewed and approved by the appropriate county department(s).

(4) Construction of the improvements shall proceed as shown in the construction drawings and specifications. Construction inspection shall proceed under the supervision of a registered civil engineer. The county shall inspect construction progress on a regular basis.

(5) After the completion of construction, as-built drawings showing the improvements as constructed shall be certified as true and complete by a Washington State registered civil engineer. Certified drawings shall be submitted and approved prior to acceptance of the subdivision improvements. (Res. 2010-68 (Exh. A) (part), 7/13/10).

12.10.025 Storm drainage.

Storm drainage shall be provided in accordance with the adopted standards. (Res. 2010-68 (Exh. A) (part), 7/13/10).

12.10.030 Bonding and other financial guarantees.

Bonding may be used when meeting the requirements of Title 14. (Res. 2010-68 (Exh. A) (part), 7/13/10).
