12.20A.090 Specific requirements—Overhead and aboveground utilities.

A.    Overhead Utility Lines.

(1)    Single pole construction and joint use of the pole is generally desirable and should be used whenever feasible.

(2)    The vertical clearance for overhead power and communication lines above the road and the lateral and vertical clearance from bridges shall conform with the National Electrical Safety Code, or the State Department of Labor and Industries Electrical Construction Code, whichever is greater. The minimum height of a road crossing shall be measured from the lowest portion of the lines crossing the road.

(3)    The minimum height of longitudinal lines shall be measured from the ground line.

(4)    All clearances shall be at State Electrical Construction Code temperature and loading standards, and comply with all other requirements of this code.

B.    Aboveground Utilities Appurtenances.

(1)    Unless otherwise approved by the county, all aboveground appurtenances such as poles and vaults proposed for location within the right-of-way that may constitute a roadside obstacle for traffic using the road shall be located as close as possible to the edge of the right-of-way line. Locations on the outside of a horizontal curve are also considered as constituting a roadside obstacle. If, due to narrow right-of-way or other conditions as may be determined by the county, an adjacent to the right-of-way appurtenance still constitutes an unacceptable roadside obstacle; said obstacle must be (a) relocated to another place within the right-of-way, (b) converted to a break-away design, (c) crash-protected, or (d) relocated to another location off the road right-of-way. Actions (a), (b) and (c) of this subsection must be approved by the county as a condition of permit approval.

(2)    Guy wires to ground anchors and stub poles shall not be placed between a pole and the traveled way unless approved by the county engineer.

(3)    Where irregular shaped portions of the right-of-way extend beyond the normal right-of-way limits, variances in the location from the right-of-way lines shall be allowed as necessary to maintain a reasonably uniform alignment.

(4)    All aboveground appurtenances that may cause an obstruction to vehicle sight distances at intersections shall not be located as to interfere with the vehicle sight distances. The minimum required sight distances shall be calculated in accordance with Clark County Code. (Sec. 1 of Ord. 1999-11-15)
