Section 102.3 of the UPC is amended to read:

102.3 Any person, firm or corporation violating any provision of this chapter or the UPC is guilty of a misdemeanor and upon conviction thereof shall be punishable by a fine of not to exceed two hundred fifty dollars. Each separate day or any portion thereof during which any violation of this code occurs or continues constitutes a separate offense, and upon conviction thereof shall be punishable as herein provided.

The penalty provided hereinabove shall be in addition to or as an alternative to any other administrative or judicial remedy provided for by law, including those remedies set out in Title 32 of the Clark County Code.

Upon being specially deputized for such purpose by the Clark County Sheriff, the administrative authority and his authorized employees may issue and serve criminal citations pursuant to this section.

The issuance or granting of a permit or approval of plans and specifications shall not be deemed or construed to be a permit for, or an approval of, any violation of any of the provisions of this code. No permit presuming to give authority to violate or cancel the provisions of this code shall be valid, except insofar as the work or use which it authorized is lawful.

Every permit issued shall become invalid unless the work authorized by such permit is completed within two years after its issuance. The building official is authorized to grant, in writing, one or more extensions of time, for periods not more than 180 days each. The extension shall be requested in writing and justifiable cause demonstrated.
