24.12.050 Definitions.

These definitions are in addition to those contained in WAC 173-304-100 and 173-350-100. As used in this chapter, unless the context or subject matter clearly requires otherwise, the following words or phrases shall have the following meanings:

(1)    “Abandoned automobile hulk” means the abandoned remnant or remains of a motor vehicle which is inoperative and cannot be made mechanically operative without the addition of vital parts or mechanisms and the application of a substantial amount of labor to effect repair.

(2)    “Board” is the Board of County Commissioners of Clark County.

(3)    “Commercial refuse” is all solid wastes which originate in businesses, office buildings, stores, markets, theaters, and other buildings.

(4)    “Construction and demolition wastes” means waste building materials and rubble resulting from construction, remodeling, repair, and demolition operations on houses, commercial buildings, pavements and other structures.

(5)    “Health department” means the Clark County health department.

(6)    “Health officer” means the Clark County health department health officer, or his successor, or his authorized representatives or agents.

(7)    “Offal” means animal material that is left as waste or byproduct of a process of preparation or manufacture.

(8)    “Pollution” is the presence in the environment or portion of the environment of contaminating substances, materials, forms of animal or plant life in sufficient quantities and of such characteristics and duration as is or is likely to be injurious to humans, to other plant or animal life, or property, or which unreasonably interfere with enjoyment of life and property.

(9)    “Putrescible” means that which is capable of being decomposed by microorganisms with sufficient rapidity as to cause nuisances from odors, gases, and includes, but is not limited to, kitchen wastes, offal, and dead animals.

(10)    “Sludge” is a semi-liquid waste having a total solids concentration of at least two thousand five hundred (2,500) parts per million (0.25%) including septic tank pumpings; water and sewage plant concentrates and screenings; and industrial wastes, but does not include sewage.

(11)    “Jurisdictional board of health” means the Clark County health department.

(12)    Nuisance. In addition to the definition of “nuisance” contained in WAC 173-304-100, “nuisance” shall also include those definitions contained in Chapters 7.48 and 9.66 RCW.

(13)    Recycling. This term shall only apply to reclamation which occurs before materials enter the solid waste stream. (Sec. 5, Ord. No. 1978-02-01; amended by Sec. 1 of Ord. 2006-04-06)
