36.04A.010 Purposes of chapter.

The purposes of this chapter are to:

(a)    Provide for the franchising and regulation of cable services providers within the county;

(b)    Provide for a cable communications system or systems that will meet the current and future cable related needs of the community, including the citizens and general public, lawful public and private organizations, government, public institutions, commercial enterprises;

(c)    Provide for the payment of fees and other valuable consideration to the county for the use of the public ways and for the privilege to construct and operate cable communications systems;

(d)    Provide, consistent with applicable law, for the regulation by the county of certain rates to be charged to subscribers for certain cable services;

(e)    Provide for the establishment of construction, maintenance and operations standards to ensure the safety of the public and to conserve the limited physical capacity of the rights-of-way held in public trust by the county;

(f)    Provide for the development of cable communications as a means to improve communication between and among the members of the public and public institutions of the county; and

(g)    Provide remedies and prescribe penalties for violation of this chapter and any franchise granted hereunder. (Sec. 2 of Ord. 1998-12-21)
