2.28.010 Membership--Terms--Vacancies.

There is created a planning commission, consisting of five members, who shall be appointed by the mayor, and confirmed by the council.  Each member shall have a separate position, and each position shall have a staggered term of appointment so that one respective member’s term expires every year.  The term of office for each member shall be five years.  Vacancies occurring otherwise than through the expiration of terms shall be filled for the unexpired terms.  Members may be removed, after public hearing, by the mayor, with the approval of the council, for inefficiency, neglect of duty or malfeasance in office.  Members shall serve without compensation, although their expenses incurred shall be paid upon approval of the council.  (Ord. 1325 §1, 1992:  Ord. 1248 §1, 1990:  Ord. 1227 §1, 1988:  prior code §2.24.010).

2.28.020 Powers and duties.

The planning commission shall have all the powers and perform each and all of the duties specified by RCW Chapter 35.63, together with any other duties or authority which may hereafter be conferred upon them by the laws of the state of Washington, the performance of such duties and the exercises of such authority to be subject to each and all the limitations expressed in such legislative enactment or enactments.  (Prior code §2.24.020).

2.28.030 Recommendations and counsel to city council.

The city council may refer to the planning commission for its recommendation and report, any ordinance, resolution or other proposal relating to any of the matters and subjects referred to in RCW Chapter 35.63, and the commission shall promptly report to the council thereon, making such recommendations and giving such counsel as it may deem proper in the premises.  (Prior code §2.24.030).

2.28.040 Subdivisions and additions of land--Submission to commission.

All plats or plans of subdivisions of land within the city or proposed additions, as well as dedications of streets and alleys, offered to the city council for acceptance shall first be submitted to the planning commission for its recommendation and report, which report shall be made to the council within thirty days after submission, or at such earlier date as the council shall direct.  (Prior code §2.24.040).

2.28.050 Secretary--Appointment.

The clerk shall be the secretary to the planning commission, who shall prepare, keep and maintain the agenda, minutes, rules and the written records of the meetings, resolutions, transactions, findings and determinations of the planning commission, which records shall all be considered public records.  (Ord. 1325 §2, 1992:  Ord. 1222 §3, 1988:  prior code §2.24.050).

2.28.060 Meetings--Quorum.

The city of Colfax planning commission shall hold its regular monthly meeting in the council chambers in the Colfax City Hall on the first Wednesday of each month, commencing at 7:00 p.m.  A majority of the membership of the planning commission shall constitute a quorum for the transaction of business.  Any action taken by a majority of a quorum at any regular or special meeting shall be deemed and taken as the action of the commission.  (Ord. 1341 §2, 1993:  Ord. 1325 §3, 1992:  Ord. 1321 §1, 1992:  prior code §2.24.060).

2.28.070 Reports--Recommendations.

The planning commission, at or before its first regular meeting in February of each year, shall make a full report in writing to the city council of its transactions and expenditures, if any, for the preceding year, with such general recommendations as to matters covered by its prescribed duties and authority as may to it seem proper.  (Prior code §2.24.070).
