12.28.010 Purpose.

The purpose of this chapter is to provide a uniform system for the identification of roads, structures, and property addresses throughout the city and to aid in the location of roads, structures, and property by, but not limited to, those operating emergency vehicles, delivering mail, and members of the general public.  (Ord. 16-04 §1 (Exh. 2) (part)).

12.28.020 Scope.

The provisions of this chapter shall apply to the naming of roads and assigning addresses for all new or existing buildings, properties, and roads within the incorporated areas of the city.  (Ord. 16-04 §1 (Exh. 2) (part)).

12.28.030 Administration.

The building and community development associate ("BCDA") or designee is vested with the duty of administering, implementing, and interpreting the provisions of this chapter.  The BCDA may prepare and/or require the use of such forms and information deemed necessary to administer the provisions of this chapter.  Deviations from strict compliance with this chapter may be allowed in special circumstances upon approval by the council.  (Ord. 16-04 §1 (Exh. 2) (part)).

12.28.040 Definitions--Generally.

The following words and phrases as used in this chapter shall be defined as follows:

"Avenue (AVE)" means all roads that run in an east-west direction.

"BCDA" means the Colfax building and community development associate.

"Boulevard (BLVD)" means a wide street with a landscaped center island running the length of the street.

"Circle (CIR)" means a short road which circles back upon itself.

"Colfax Public Works Standards Manual" is cited in Chapter 15.06.

"Contrasting" means to arrange or display in such a manner that highlights or displays differences between the lightest and darkest colors.

"Court (CT)" means permanently closed avenues (dead ends or cul-de-sacs) which run in a mostly east-west direction.

"Department" means the Colfax administration department.

"Drive (DR)" means roads that do not have a definite directional course.

"Driveway" means a privately maintained access which serves a lot, structure or parking area.

"Lane" means all private roads.

"Loop (LP)" means short roads which begin and end on the same road.

"Lot" means a platted or unplatted parcel of land, segregated and/or separated from other parcels of land, and being in compliance with state and local platting laws.

1.  "Corner lot" means a lot situated at the intersection of two or more streets, the street frontage of which lot forms an angle not greater than one hundred twenty-eight degrees, and not less than forty-five degrees.

2.  "Flag lot" means a lot in which only a narrow portion fronts on a road and where access to the road is across the narrow portion.

3.  "Interior lot" means a lot fronting on a single street.

4.  "Through lot" means a lot having frontage on two more or less parallel streets.

5.  "Buildable lot" means a lot created in compliance with state and local platting and zoning laws or applicable state or local requirements for use as a building site, or a legal nonconforming lot as defined.

6.  "Front lot line" means the property line along the street of an interior lot, or the property line along either street of a corner or through lot, as selected by the applicant, before construction upon the site.

7.  "Rear lot line" means the line opposite to the front lot line.

8.  "Side lot line" means any lot line which is not a front lot line or a rear lot line.

9.  "Lot area" means the total horizontal area within property lines.

10.  "Lot depth" means the horizontal length of a straight line drawn from the midpoint of the front lot line to the midpoint of the rear lot line.

11.  "Lot line" means the property lines bounding a lot.

12.  "Lot width" means the horizontal distance between the side lot lines measured at right angles to the line comprising the depth of the lot at a point midway between the front and rear lot lines.

"Owner," as used in this chapter, shall mean owner or lessee.

"Place (PL)" means permanently closed streets (dead ends or cul-de-sacs) which run in a mostly north-south direction.

"Road," as used in this chapter, shall refer to any highway, road, street, avenue, lane, private way, or similar paved, gravel, or dirt thoroughfare, whether public or private.

"Street (ST)" means all roads that run in a north-south direction.  (Ord. 16-04 §1 (Exh. 2) (part)).

12.28.050 Road naming.

A.  All new road names shall be approved by the city council.

B.  New roads which are generally aligned with or are an extension of existing named roads shall bear the name of the existing road.

C.  All roads that serve two or more lots shall be named regardless of whether public or private.  A road name approved by the city council shall not constitute or imply acceptance of the road as a public road.

D.  Alleys shall not be named.

E.  The following criteria shall govern the naming system:

1.  No two roads shall be given the same name (i.e., Pine Road and Pine Lane).

2.  No two roads should have similar-sounding names (i.e., Beech Street and Peach Street).

3.  No road name shall duplicate a road name currently in use in the vicinity of the city which is not an extension of such street and which may cause confusion for emergency services.

4.  Each road shall have the same name throughout its entire length.  (Ord. 16-04 §1 (Exh. 2) (part)).

12.28.060 Signage standards.

A.  All public and private roads shall be designated by names or numbers on signs clearly visible and legible from the roadway.  All road signs, both public and private, shall be constructed, located, and maintained in accordance with the Colfax Public Works Standards Manual.

B.  All new subdivisions, planned developments, or binding site plans shall provide necessary road signage for all new roads subject to the Colfax Public Works Standards Manual.  (Ord. 16-04 §1 (Exh. 2) (part)).

12.28.070 Renaming roads.

Any person, firm, corporation, or landowner requesting a road be renamed shall submit to the department the written approval or signed statements of one hundred percent of the current property owners as shown on the records of the Whitman County assessor, upon which their property is addressed, requesting the road be renamed.  All requests to rename a road shall be approved by the city council.  (Ord. 16-04 §1 (Exh. 2) (part)).

12.28.080 Final plats and binding site plans.

Prior to the filing of a final plat or binding site plan, all roads within or serving the development must be named and indicated on the final plat.  (Ord. 16-04 §1 (Exh. 2) (part)).

12.28.090 Records of survey.

Road names identified on records of survey shall not be official road names unless or until approved by the city council.  (Ord. 16-04 §1 (Exh. 2) (part)).

12.28.100 Physical address required.

All lots, tracts and/or parcels of land which have a building or structure affixed thereto shall be assigned an address in accordance with this chapter.  (Ord. 16-04 §1 (Exh. 2) (part)).

12.28.110 Base lines.

The numbering system is based on a quadrant system with Spring Street constituting the north-south base line and Main Street (US 195) the east-west base line.  (Ord. 16-04 §1 (Exh. 2) (part)).

12.28.120 Numbering plan.

Properties shall be addressed as follows:

A.  North of Spring Street, traveling northbound, even numbers shall be to the east and odd numbers to the west.

B.  South of Spring Street, traveling southbound, even numbers shall be to the west and odd numbers to the east.

C.  West of Main Street (US 195), traveling westbound, even numbers will be on the north and odd numbers to the south.

D.  East of Main Street (US 195), traveling eastbound, even numbers will be on the north and odd numbers to the south.

E.  The addressing of structures shall begin at the aforementioned base lines and be based on a block grid system. Each block shall have one hundred numbers and there will be sixteen blocks to the section (approximately one mile), indicated by grid lines shown on map(s) in the department.  Each block shall be approximately three hundred thirty feet square.  All numbers shall be assigned on the basis of approximately one address for every thirty feet of frontage with the hundred series changing upon crossing each grid line.

F.  Structures will be addressed from the road on which the main entrance fronts or faces.  In limited circumstances, in which the main entrance to the structure does not front or face a road, addresses will be assigned from the road adjacent to the structure. The road on which an address is assigned shall not be construed as determining building setbacks.

G.  Roads that do not run exactly north-south or east-west shall be addressed based on their predominant direction.

H.  Structures which contain multiple occupants or businesses shall be assigned a separate address.

I.  Duplex units shall be assigned one address for each dwelling unit (i.e., a duplex containing two units will be assigned two addresses).

J.  Multifamily dwellings such as apartment buildings or condominiums shall be assigned one address for the property based on the main entrance to the property with unit numbers for each dwelling unit.

K.  Properties which contain multiple structures may contain multiple addresses (i.e., one address per structure), provided numbers are available within that grid.

L.  In the case of large area or phased developments, one number may be assigned to the entire project or property, and, as the project develops or new structures are built, addresses shall be assigned to each new structure.

M.  Structures which front or face roads that do not extend to a base line shall be assigned numbers as though the road did extend to the base line.  (Ord. 16-04 §1 (Exh. 2) (part)).

12.28.130 Manufactured home parks.

Manufactured home parks which contain dwelling units fronting on a public road shall be assigned one address for each dwelling unit.  Manufactured home parks which contain dwelling units fronting on a private access road which is not named shall be assigned one address for the entire property.  Individual spaces or units shall be assigned lot or unit numbers by the mobile home park owner, subject to approval by the BCDA.  (Ord. 16-04 §1 (Exh. 2) (part)).

12.28.140 Existing addresses.

Existing addresses not in conformity with the provisions of this chapter or those which may delay the response of emergency vehicles may be subject to change to conform to this chapter.  Deviations from strict compliance with this chapter may be allowed in special circumstances upon approval by the BCDA.  (Ord. 16-04 §1 (Exh. 2) (part)).

12.28.150 Display of address.

A.  On structures now existing or hereafter erected the owner of the property or structure shall conspicuously place the correct address, as required by this chapter.

B.  Addresses shall be displayed on all new and existing buildings so as to be clearly visible and legible from the road in which the property is addressed at all times.  (Ord. 16-04 §1 (Exh. 2) (part)).

12.28.160 Duty to affix number--Notice of violation.

If the owner or lessee of any building shall fail, refuse, replace, or neglect to display the correct address, the BCDA may cause a notice to be personally served on such owner or lessee or mailed by certified mail to his/her last known address, ordering him/her to display, repair, or replace the correct address subject to the requirements of this chapter.  Any such owner or lessee failing to comply with said notice within twenty days of the date of the notice shall be subject to a penalty provided in Section 12.28.170.  (Ord. 16-04 §1 (Exh. 2) (part)).

12.28.170 Penalty.

Any person in violation of this chapter shall be subject to the provisions of Chapter 1.04, General Penalty.  (Ord. 16-04 §1 (Exh. 2) (part)).
