ECONOMIC DEVELOPMENT COMMISSION

2.20.010 Created – Membership – Appointment – Tenure – Compensation.

Pursuant to authority conferred by RCW 35.21.730, there is created the Concrete economic development commission for the purpose of furthering the economic development of the town of Concrete and to promote job creation and business support opportunities in the area by working within the context of the town of Concrete’s most recently adopted economic development plan.

The commission shall consist of seven members until such time it is reduced to five members by either member resignation or removal and shall henceforth consist of five members, who shall be selected and serve as follows:

(1) A committee composed of the mayor and two council members will review applications or letters of interest. The committee will then submit the top two (or more, depending on number of applicants and vacant positions, as determined by the committee) names of the proposed appointee(s) to the full council for final action. A priority list shall also be provided by the committee, which shall include the names of all applicants.

(2) The term of office of the seven commissioners first appointed shall be designated from two to three years in such manner as to provide that the fewest possible terms will expire in any one year. Thereafter the term of office for each appointed member shall be two years. Each commission position shall be numbered with even numbered positions expiring on December 31st of even numbered years and odd numbered positions expiring on December 31st of odd numbered years.

(3) Vacancies occurring other than through the expiration of terms shall be filled for the unexpired term and in the same manner as prescribed under subsection (1) of this section.

(4) The members shall be selected without respect to political affiliations and they shall serve without compensation. Commission shall be composed of business owners, interested citizens, or other qualified individuals.

(5) Members may be removed, after a public meeting, by the appointing official, with the approval of his/her council, for inefficiency, neglect of duty, or malfeasance in office.

(6) Subcommittees and/or focus groups, in accordance with subsection (1) of this section, may be created for the purpose of accomplishing specific tasks within the economic development plan.

(7) Commission and professional staff assistance may be provided by the town if requested by the commission and approved by the mayor. [Ord. 860, 2023; Ord. 844, 2022; Ord. 754, 2016]

2.20.020 Organization – Meetings – Rules and records.

The commission shall elect its own chair and chair pro tem. The commission shall meet at Town Hall monthly, and all such meetings shall be open to the public in accordance with the provisions of the Open Public Meetings Act. It shall adopt rules of procedure for transaction of business and shall keep a written record of its meetings, regulations, transactions, findings and determinations, which records shall be a public record. 2.20.030 Quorum.

A simple majority of the commission shall constitute a quorum for the transaction of business. Any action taken by a majority of those present at any regular or special meeting of the commission shall be taken as the action of the commission. Should there be fewer than seven members on the commission at any given time, a majority of the remaining members shall constitute a quorum. [Ord. 754, 2016]

2.20.040 Powers and duties – Statutory authority.

The commission shall have the powers and perform the duties specified within approved by-laws and rules of procedure of the commission as presented and approved by the town council or as specifically directed or approved by the town council. [Ord. 754, 2016]

2.20.050 Powers and duties – Designated.

(1) The commission shall make recommendations to the council at the council’s direction.

(2) At the direction of council, the commission may act as the research and fact finding agency of the municipality regarding economic development. To that end it may make such surveys, analyses, researches and reports as are generally authorized or requested by the council.

(3) The commission shall make recommendations to the council on economic development elements as prescribed within the town’s most recently adopted economic development plan.

(4) Economic Development Commission Liaison/s.

(a) Liaison/s shall consist of one or two council members appointed by the mayor and approved by the council as a whole. Liaison terms shall run concurrent with their council positions.

(b) Liaison/s shall have no voting rights on the commission and shall only act as a reporting body between the commission and the town council. [Ord. 754, 2016]

2.20.060 Recommendations to town council.

The town council may refer to the commission for its recommendation and report on:

(1) Economic development; and

(2) Job creation; and

(3) Business support opportunities; and

(4) Other economic development items in accordance with the most recently adopted town of Concrete economic development plan of those that may be assigned by the mayor or town council or as required by law. [Ord. 754, 2016]
