LOW-INCOME SENIOR CITIZEN OR LOW-INCOME DISABLED CITIZEN

1.20.010 Eligibility for low-income senior citizen status or low-income disabled citizen status.

(a)    For the purpose of applying the provisions of the codes and ordinances of the city, the qualifications for “low-income senior citizen” or “low-income disabled citizen” are as follows:

(1)    The individual must be either sixty-two years of age or older at the time of applying; or have a disability as defined by 42 U.S.C. Sec. 423(d)(1)(A) at the time of application; or be a blind citizen as defined in RCW 74.18.020; or be developmentally disabled as defined in RCW 71A.10.020; or be a person with a mental disorder as defined in RCW 71.05.020; and

(2)    The individual must be the sole occupant or the head of a household or the spouse of the head of the household, and the annual gross income of all persons residing in the household is designated below:

(A)    Class A Designation. A combined annual household income which does not exceed thirty percent of the area median income (AMI) based on family size for Franklin County, Washington, as set forth in the most recent version of the U.S. Department of Housing and Urban Development Income Limits Documentation System. Residents covered by this designation may be eligible for a reduction of up to fifty percent of their monthly water and sewer bills issued by the city.

(B)    Class B Designation. A combined annual household income which is greater than thirty percent but does not exceed fifty percent of the area median income (AMI) based on family size for Franklin County, Washington, as set forth in the most recent version of the U.S. Department of Housing and Urban Development Income Limits Documentation System. Residents covered by this designation may be eligible for a reduction of up to twenty-five percent of their monthly water and sewer bills issued by the city.

(b)    All low-income senior citizens and low-income disabled citizens seeking the designation defined in subsections (a)(2)(A) and (a)(2)(B) of this section must make annual application therefor with the city on a form approved by the city administrator. The application will require submission under oath of information on the age of the applicant and the household income. In addition, the city clerk-treasurer shall require documentation, as applicable, from the applicant to determine eligibility for the designation.

(c)    Those residents applying for a “low-income disabled citizen” designation must furnish proof of such disability from the Social Security Administration.

(d)    Upon approval of the application, the individual shall be entitled to such reduced rates, fees and other benefits as may be provided by the Connell Municipal Code beginning on the fifteenth day of the month following the application date through April 15th of the following year.

(e)    Any person signing a false claim or making false representations in order to secure reduced rates, fees and other benefits available by virtue of low-income senior citizen status or low-income disability citizen status, shall be guilty of a misdemeanor.
