2.06.010 Position established.

There is established the position of city treasurer/finance officer in and for the city. Said position is established in lieu of, but with the same powers and responsibilities as, the position of city treasurer. (Ord. 601 § 1, 1992).

2.06.020 Appointment.

The city administrator shall have the power of appointment and removal of the finance director. Such appointment and removal shall be subject to approval of the mayor. A person shall be eligible to serve in the position of city treasurer/finance officer concurrently with the position of city clerk. (Ord. 601 § 2, 1992).

2.06.030 Powers and duties.

The powers, duties and responsibilities of the city treasurer/finance officer shall be subject to the direction, authority and supervision of the city administrator, and shall include, without limitation, the following:

(1)    Receive and safely keep all money which comes into the city treasury, invest same for maximum return as approved by the city administrator and follow all laws of the state of Washington regarding the accountability therefor.

(2)    Keep such books, accounts and make such reports as may be required by the Division of Municipal Corporations of the Office of the State Auditor, including but not limited to yearly budget and annual reports and preparation of financial and budgetary reports as needed for special projects.

(3)    Supervise rate and redemption of city bonds, Local Improvement District assessments, prepayment and bond payment notices and collection, and monitoring of same.

(4)    Establish and supervise payroll procedures, preparation and completion of payroll reports. Maintain personnel payroll legal records and personnel files.

(5)    Prepare applications for grants and monitor grant accounting.

(6)    Exercise the duties and authority provided in RCW 35A.42.010, as applicable to the city.

(7)    In the absence of the city clerk and the deputy city clerk, if any, to perform all the duties of the city clerk as provided by law. (Ord. 601 § 3, 1992).

2.06.040 Deputy city treasurer/finance officer.

A deputy city treasurer/finance officer may be appointed by the city administrator. In the absence of the finance director, said deputy shall have all the powers, duties and authorities of the city treasurer/finance officer. (Ord. 601 § 4, 1992).

2.06.050 Oath and bond.

The city treasurer/finance officer, before entering upon the duties of the office, shall take an oath of office and execute and file with the city an official bond, to be renewed annually, in office. Said bond shall be approved by the city administrator. The premiums thereon shall be paid by the city. If a city treasurer/finance officer is concurrently serving as the duly appointed city clerk, the bond provided for herein shall not be required. (Ord. 601 § 5, 1992).

2.06.060 Salary.

The city treasurer/finance officer shall receive a salary in such amount as the city council may from time to time establish by ordinance. (Ord. 601 § 6, 1992).
