2.08.010 Position established.

There is established the office of city clerk in and for the city. (Ord. 602 § 1, 1992).

2.08.020 Appointment.

The mayor shall have the power of appointment and removal of the city clerk. Such appointment and removal shall be eligible for such appointment concurrently with serving in the position of city treasurer/finance officer. (Ord. 602 § 1, 1992).

2.08.030 Powers and duties.

The powers, duties and responsibilities of the city clerk shall be subject to the direction, authority and supervision of the city administrator, and shall include, without limitation, the following:

(1)    Supervise all phases of the city clerk’s department being responsible for administrative and clerical work, the maintenance and custody of official city records, conformance to city and state laws and the management of the department budget.

(2)    Maintenance of the city’s filing system; keeping a full and true record of every act and proceeding of the city council and keep such books and accounts and make such reports as may be required by the Division of Municipal Corporation of the Office of the State Auditor; tape record minutes of all meetings; publish public notices of meetings and other activities.

(3)    Record all ordinances passed by the city council, annexing thereto his certificate giving the number and title of the ordinance, stating the ordinance was published and posted according to law and that the record is a true and correct copy thereof.

(4)    Act as custodian of the seal of the city and exercise the authority to acknowledge the execution of all instruments by the city requiring such acknowledgment.

(5)    Perform all duties specified in RCW 35A.42.040 as applicable, pursuant to RCW 35A.29.030.

(6)    Prepare materials and keep full and true records for all other commissions and boards.

(7)    Maintain and prepare contracts and agreement; supervise legal preparation of hearings, notices and publications; record ordinances and resolutions.

(8)    Prepare and process vouchers for accounts payable.

(9)    Serve as registrar of voters in city precincts, if applicable, pursuant to RCW 35A.29.030.

(10) In the event of the absence of the city treasurer/finance officer and the deputy city treasurer/finance officer, if any, to perform the duties of said office as provided by law. (Ord. 602 § 3, 1992).

2.08.040 Deputy city clerk.

The city clerk may appoint one or more deputy city clerks. In the absence of the city clerk, said deputy or deputies shall have all the powers, duties and authorities of the city clerk. (Ord. 602 § 4, 1992).

2.08.050 Oath and bond.

The city clerk, before entering upon the duties of the office, shall take an oath of office and execute and file with the city an official bond, to be renewed annually, in the amount of ten thousand dollars, conditioned upon the honest and faithful performance of the official duties of said office. Said bond shall be approved by the city administrator. The premiums thereon shall be paid by the city. (Ord. 602 § 5, 1992).

2.08.060 Salary.

The city clerk shall receive a salary in such amount as the city council may from time to time establish by ordinance. (Ord. 602 § 6, 1992).

2.08.070 Vacant position.

At any time that the position of city clerk and/or city treasurer/finance officer is vacant, the city administrator may serve as city clerk and city treasurer/finance officer upon appointment by the mayor. (Ord. 989 § 1, 2018).
