2.20.010 Board created—Appointment.

There is created a Connell Parks and Recreation Advisory Board consisting of five board members to be appointed by the mayor with the consent of the city council. (Ord. 577 § 1 (part), 1991).

2.20.020 Terms of office.

The mayor shall, upon the adoption of the ordinance codified in this chapter, appoint or reappoint, with the consent of the city council, five parks and recreation advisory board members, each of whom shall serve a term of five years; appointments shall run for terms of one, two, three, four and five years, respectively, in such a manner that the term of one board member will expire each year hereafter and that successors shall serve a full term of five years, or until a successor is appointed and qualified, and the term shall run from June 1st of the year of appointment. 2.20.030 Compensation.

No board member shall receive any compensation for his/her services other than as provided in the city’s official policy relating to approved travel. (Ord. 577 § 1 (part), 1991).

2.20.040 Duties.

The parks and recreation advisory board shall advise the city council on rules and regulations for the operation and on the operation of the city’s parks and recreation programs. The board shall consider requests from the city’s staff for the conduct and sponsorship of recreation activities and advise the city council of its recommendation. The parks and recreation advisory board may also propose and recommend conduct or sponsorship of activities as it deems fit. The city council shall refer all major proposals and propositions for the construction, reconstruction and improvement of public parks and recreation facilities, including the acquisition of land for park purposes, the acquisition of major recreation equipment and facilities, and the institution of new programs and the recreational system to such advisory board. The parks and recreation advisory board shall recommend such plans or proposals to the Connell planning commission. (Ord. 577 § 1 (part), 1991).

2.20.050 Meetings.

The parks and recreation advisory board shall meet on an as-needed basis. The city administrator and/or his/her designee shall serve as staff to the parks and recreation advisory board and take and record the minutes of official meetings for board approval and inclusion in the agenda packets of the city council. All meetings of the parks and recreation advisory board shall comply with the Washington Open Public Meetings Act as mandated by Chapter 42.30 RCW. (Ord. 977 § 1, 2017: Ord. 577 § 1 (part), 1991).

2.20.060 North Franklin School District liaison.

One member or staff member of the parks and recreation advisory board shall be appointed liaison to the North Franklin School District and shall represent the city in requests for use of school-owned facilities for city-sponsored recreation activities. (Ord. 577 § 1 (part), 1991).
