3.02.010 Official city depository designated.

The official depository for all city funds shall be Community First Bank of Kennewick, Washington, a Washington State chartered banking institution. However, this section shall not prevent or preclude the city clerk/treasurer from utilizing other depositories for city investments in order to secure the highest and best yield available to the city in accordance with the city’s established investment policy and the laws of the state of Washington. 3.02.020 Bank checks authorized.

All claims or other obligations of the city which are payable out of solvent funds shall be paid by the issuance of bank checks; provided, however, that this section does not authorize any creditor to demand payment upon any obligation prior to its proof and normal maturity in due course. (Ord. 884 § 2 (part), 2010).

3.02.030 Bank checks—Validation.

(a)    All checks shall be drawn on funds deposited with the city’s official depository designated in Section 3.02.010.

(b)    Two signatures shall be required to validate the checks herein authorized, and the first signature shall be that of the mayor, or in the absence of the mayor, the mayor pro tempore, and the second signature shall be that of the city clerk/treasurer. The signature of the city administrator may validate the checks herein authorized insofar as the signature of either the mayor or the city clerk/treasurer has been affixed to said checks. Of the two required signatures, one must be manual. (Ord. 884 § 2 (part), 2010).
