3.10.010 General fund.

There is hereby established in the city treasury a fund to be known as the “general fund” out of which current expenses of the city of Connell shall be paid, and which will be used to account for financial transactions of the general operating functions of city departments, and to account for those transactions not properly accounted for in another fund. (Ord. 883 § 1 (part), 2010).

3.10.020 General reserve fund.

There is hereby established in the city treasury a fund to be known as the “general reserve fund” into which shall be paid monies as the city now holds or may hereafter receive or set aside and retain for general fund activities and other activities deemed appropriate by the city council and consistent with the laws of the state of Washington. The city clerk/treasurer shall maintain separate accounts within the fund including but not limited to a fire protection reserve, civic facility reserve, community development reserve, economic development reserve, law enforcement reserve, parks and recreation reserve, and stormwater improvement reserve. 3.10.030 Street fund.

There is hereby established in the city treasury a fund to be known as the “street fund” into which may be paid monies received by the city of Connell as distributions of the motor vehicle fuel taxes imposed by the state of Washington. Monies in the fund shall be used generally by the city of Connell for planning, establishing, constructing, repairing and maintaining the city’s streets, sidewalks and appurtenances, including pedestrian and bicycle paths, lanes and routes. However, nothing herein shall prohibit the city council from appropriating such additional monies to the fund as may be deemed necessary. All monies held in the street fund may be appropriated for use for any lawful purpose, provided such use is consistent with the laws of the state of Washington. Accounting and reporting procedures as to all street expenditures shall comply with the current manual of instructions published by the Washington State Auditor. (Ord. 883 § 1 (part), 2010).

3.10.040 General support fund.

There is hereby established in the city treasury a fund to be known as the “general support fund” for the segregation, budgeting, expenditure and accounting for monies received of various activities of the general fund, and to create a tool for the express purpose of establishing current and future revenue support for general fund activities and other activities deemed appropriate by the city council and consistent with the laws of the state of Washington. Disbursements from the general support fund shall only be made after the city council approves such disbursement by a unanimous vote or by a vote in which all council members (whether present or not) except one council member vote in favor of such disbursement. 3.10.050 Grants management fund.

There is hereby created in the city treasury a special fund to be known as the “grants management fund” for the purpose of accounting for revenues and expenditures related to the proceeds from grant awards or programs in which the city participates. (Ord. 883 § 1 (part), 2010).

3.10.060 Capital facilities fund.

There is hereby established in the city treasury a fund known as the “capital facilities fund” into which shall be paid and deposited such sums of money as the city now holds or hereafter receives or sets aside and retains for capital facilities improvements. (Ord. 883 § 1 (part), 2010).

3.10.070 Water utility fund.

There is hereby established in the city treasury a fund known as the “water utility fund” into which shall be paid and deposited all monies received from established rates, system connection charges, and other sources authorized by the city council for the purpose of constructing, operating, and maintaining the city’s water utility. (Ord. 883 § 1 (part), 2010).

3.10.075 Water emergency fund.

There is hereby established in the city treasury a fund to be known as the “water emergency fund” into which shall be paid monies from the water fund as the city now holds or may hereafter receive or set aside and retained for unforeseen or emergency system expenses, including repair or replacement of damaged system facilities and supplement operations during the emergency period or other actions deemed appropriate by the city council. Under no circumstances shall emergency funds be used for normal operations, maintenance, or repair.

Monies for this fund shall be taken from the water fund as provided for in the annual budget appropriations. Annual transfers shall be undertaken until the total amount of this fund reaches a minimum of two hundred thousand dollars. If available, monies from the water fund shall be used to replenish the water emergency fund should the amount in the fund be reduced below two hundred thousand dollars.

Disbursements from the water emergency fund are restricted and shall be subject to council approval, unless emergency conditions do not provide sufficient time to acquire council approval, in which case the appropriation shall be subject to the approval of the mayor or the mayor’s designee. 3.10.080 Wastewater utility fund.

There is hereby established in the city treasury a fund known as the “wastewater utility fund” into which shall be paid and deposited all monies received from established rates, system connection charges, and other sources authorized by the city council for the purpose of constructing, operating, and maintaining the city’s wastewater utility. (Ord. 883 § 1 (part), 2010).

3.10.090 Solid waste utility fund.

There is hereby established in the city treasury a fund known as the “solid waste utility fund” into which shall be paid and deposited all monies received from sources authorized by the city council for the purpose of maintaining the city’s solid waste utility. (Ord. 962 § 1, 2015: Ord. 883 § 1 (part), 2010).

3.10.095 Sewer emergency fund.

There is hereby established in the city treasury a fund to be known as the “sewer emergency fund” into which shall be paid monies from the sewer fund as the city now holds or may hereafter receive or set aside and retained for unforeseen or emergency system expenses, including repair or replacement of damaged system facilities and supplement operations during the emergency period or other actions deemed appropriate by the city council. Under no circumstances shall emergency funds be used for normal operations, maintenance, or repair.

Monies for this fund shall be taken from the sewer fund as provided for in the annual budget appropriations. Annual transfers shall be undertaken until the total amount of this fund reaches a minimum of two hundred thousand dollars. If available, monies from the sewer fund shall be used to replenish the sewer emergency fund should the amount in the fund be reduced below two hundred thousand dollars.

Disbursements from the sewer emergency fund are restricted and shall be subject to council approval, unless emergency conditions do not provide sufficient time to acquire council approval, in which case the appropriation shall be subject to the approval of the mayor or the mayor’s designee.
